Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. A look inside Infiniti's variable-compression engine

We're sympathetic to anyone who had trouble understanding what's going on with Infiniti's new variable-compression engine. While we got a full tech briefing on the novel VC-Turbo back in August, the visual aids were lacking. The cutaway engine Infiniti brought to the Paris show fixes all of that. You can thank the little green and pink lines on the cutaway for making the whole idea a little more clear. Click through the gallery to see two lines – one green and one pink – that represent the different strokes allowing for different compression ratios. Remember, the compression ratio is the amount of volume in the cylinder on intake compared to the amount at the end of the compression stroke. Leave more room at the end and you lower that ratio. The length of the stroke doesn't change with this system, but where it sits along the cylinder does. Hence those two lines. The variable compression ratio allows this new turbocharged engine to maximize fuel economy when the turbo isn't needed by raising the compression ratio. It will see its first use in the next Infiniti QX50 crossover, previewed by the QX Sport Inspiration concept that's also on display in Paris, and has performance targets of 268 horsepower and 288 pound-feet of torque. After, it will migrate to other Infiniti and Nissan vehicles, with transverse front-drive-based applications first in line. Eventually, it's likely to completely replace Nissan's corporate 3.5-liter V6. We'll be poking around the engine a little more in Paris today to try and get some more info. Renault-Nissan to build EVs in China with Dongfeng

BEIJING — Nissan and its partner Renault will build electric cars in China in a new venture with Dongfeng Motor, as global automakers scramble to get ready for stringent electric vehicle quotas being introduced by the nation. China, the world's biggest auto market, wants all-electric battery cars and plug-in hybrid vehicles to make up at least a fifth of the country's auto sales by 2025, as part of its solution to tackle alarming pollution levels in major cities. Ford announced earlier this month it was exploring setting up a joint venture with car maker Anhui Zotye Automobile Co to build electric vehicles in China under a new brand. Tesla, Daimler, Volkswagen and General Motors have already announced plans for making electric vehicles in China, The new joint venture, called eGT New Energy Automotive Co, will be owned 25 percent each by Nissan and Renault with Dongfeng owning 50 percent, Nissan and Renault said in a statement on Tuesday. They said eGT will design a new electric vehicle on a subcompact crossover SUV platform of the Renault-Nissan alliance. "The establishment of the new joint venture with Dongfeng confirms our common commitment to develop competitive electric vehicles for the Chinese market," Carlos Ghosn, chairman and chief executive officer of the Renault-Nissan alliance, said in the statement. The statement did not give details of financial commitments of the joint venture partners or say by when the vehicles will be launched. Dongfeng already partners Nissan in China. Both Nissan and Renault already market electric cars. Nissan's Leaf compact hatchback has become the world's top-selling electric car since its launch in 2010, while Renault began selling its Zoe model in 2012. The game changer for global automakers, many of whom until recently have resisted an industry shift to heavily electrified vehicles, is China, an auto market with strong potential for growth where stringent policies favoring cleaner energy cars are being aggressively pursued. Under China's latest proposals, electric vehicle sales quotas, which are expected to take effect as early as 2018, are due to require 8 percent of automakers' sales to be battery electric or plug-in hybrid vehicles by next year, rising to 10 percent in 2019 and 12 percent in 2020.
