Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. Why it's difficult to accurately test the efficiency of a plug-in car

When it comes to electric vehicles and plug-ins in general, the Environmental Protection Agency-certified range is a hugely important number. While actual range anxiety is largely psychological, the magic number does provide a point of comparison of buyers considering one EV over another. The driving distance is also often touted by automakers when marketing their models. Unfortunately, as Green Car Reports finds in a recent deep dive, the way the EPA calculates the figure is a convoluted mess, and discovering the reasons why is definitely worth the read. The issue isn't about bad science but instead comes down to vague wording. The EPA's accepted range test is sourced from an evaluation called J-1634 from the Society of Automotive Engineers, and it seems to provide balanced results for vehicles that automatically reach a single state of charge when plugged in. However for models with multiple charge settings, the situation gets complicated very quickly. Of course, these modes are often created in the software, meaning that a car's certified driving distance can change with just a few taps of the keyboard without the real world results owners might experience actually changing. By showing the test's effects on the certified range for the Tesla Model S, Nissan Leaf and Mercedes-Benz B-Class Electric Drive over the last few years, Green Car Reports makes a compelling argument that it's the evaluation that needs to change. Nissan, Mitsubishi team up for $14,000 electric car

Last November, the Renault-Nissan Alliance and Mitsubishi announced a partnership to build some tiny electric vehicles for the Japanese market. Well, the partnership is going to build more than that (like the Nissan Dayz, pictured above in Roox form, and the Mitsubishi eK wagon), but we're most interested in the upcoming plug-in results. Those results are not here yet, but we now know that the 50-50 joint venture is moving forward and that the first "kei car" EV from the project is now due in fiscal 2016, according to the Nikkei Asia Review. The makers of the popular Leaf and i-MiEV electric vehicles say that the new small EV will be the cheapest EV on the market when its released, potentially priced at 1.5 million yen (around $14,700 US). Currently, the i-MiEV is the cheapest EV option in Japan, with a 2.5-million yen starting price (just under $24,500 US) before incentives. Taking a good $10,000 of the purchase price is likely more than enough to counter the smaller size and, perhaps, more limited amenities.
