Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Recharge Wrap-up: Cruz defends ethanol stance, Bloomberg gets EV numbers wrong?

Republican presidential hopeful Senator Ted Cruz is defending his stance against ethanol subsidies in an opinion piece in The Des Moines Register. In the piece, Cruz says he doesn't oppose ethanol, but opposes mandates and subsidies, favoring a "free and fair energy marketplace," and an "'all of the above' policy." "We should embrace all of the energy resources with which God has blessed America: oil and gas, coal, nuclear, wind, solar, and biofuels and ethanol," says Cruz, "But Washington shouldn't be picking winners and losers." To farmers' benefit, Cruz says he would enforce antitrust laws against those who try to keep ethanol out of the marketplace, and fight the EPA's hard blend walls prohibiting higher amounts of ethanol in gasoline. While the Bloomberg article, titled "Plug-in Electric Autos Left Behind in Record Year," accurately points out a slower year for EVs, it claims sales slipped 17 percent in 2015. According to data from Hybrid Cars, that decline was just 2.88 percent. Hybrid Cars claims that Bloomberg lumped a number of PHEVs with regular hybrids when it calculated the faulty data. The Georgetown University Law Center graduate gained experience in environmental litigation during her time as a partner at the Morgan Lewis Law Firm. "There isn't an attorney in the country who knows renewable fuels law better than Sandra Franco, and we are thrilled to have her join our team," says National Biodiesel Board CEO Joe Jobe. "Sandra is a tremendously skilled and seasoned attorney who will help us ensure that the US biodiesel industry has a strong voice and expert counsel in Washington as well as on legal and regulatory issues across the country." CTS allows a remote connection to the car, enabling customers to perform a variety of functions from afar. This includes adjusting climate control and programming charging from a smartphone.

Datsun expands low-cost revival with new Mi-Do in Moscow [w/video]

Those who were disappointed when Datsun changed its name to Nissan over three decades ago may have been pleased to see the marque revived last year, even as a budget brand. Nissan's counterpart to its ally Renault's Dacia budget brand, Datsun has been steadily expanding its lineup of low-cost transportation for developing markets with the debut of the Go hatchback in India, the Go+ minivan in Indonesia and the On-Do sedan in Russia. And now it has returned to Moscow to reveal its fourth model, the Mi-Do.
Based closely on the On-Do sedan (which itself is based on the Lada Granta) the Mi-Do takes on a five-door hatchback bodystyle but with no more frills. It uses the same front-drive chassis with the same wheelbase as the sedan, but its chopped tail makes it a good foot and a half shorter overall. Into that compact shape, Datsun has fitted dual airbags, ABS and... well, that's about it. It's got a 1.6-liter, eight-valve inline-four kicking out a grand total of 87 horsepower to either a five-speed manual or a four-speed automatic. Bare bones, this is.
While delivery of the first On-Do sedans commences next month (with the first example going to an IT specialist in Omsk), the Mi-Do is set to begin delivery early next year. Scope out the video and press release below from the Mi-Do's reveal at the Moscow Motor Show.
