Thanks to a year of free charges, Nissan Leaf sees sales increase in Texas

Nissan is pretty certain that free charging offers in the two largest metropolitan areas in Texas are substantially boosting sales of the Leaf electric vehicle. Heck, one Houston car dealer says Leaf sales have tripled because of the plan, which is run by NRG through its batch of eVgo Freedom Stations. Each of these stations has a fast-charging outlet and a standard Level 2 cord where EV drivers can plug-in without breaking out the wallet. Here's how the plan works: NRG is offering a year of free charging for those who buy or lease a Leaf in either the Houston or Dallas-Fort Worth areas. NRG has 17 stations in Houston and another 23 in DFW. Nissan pays NRG a fee for employing the program, and it's apparently paying off, Nissan's Brendan Jones told Plug In Cars. The stations are located at retailers such as Walgreens and at gas-station chains. The "No Charge to Charge" program started October 1 and runs through the end of this month. The promotion may be driving sales, but let's remember that Nissan was touting a rise in Leaf sales numbers before the free charging deal went into effect. Of course, the fun does eventually end, and folks have to start paying for the juice after that first year. Two options NRG offers are a 12-month unlimited charging plan for $39.95 a month or a year of unlimited one-hour sessions at a Level 2 a cool $59.95. Californians, there's sadly no word on Nissan or NRG bringing a similar program to the Golden State. Because we know you were wondering that.

North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Investigators say Mitsubishi mpg scandal was 'collective failure'

Investigators hired by Mitsubishi Motors to probe why the Japanese automaker engaged in falsifying fuel-economy figures for the past quarter-century faulted the company's "corporate culture." Specifically, there was a lack of unity between divisions, company-wide pressure to boost fuel-efficiency numbers, and an unwillingness to accept fuel-economy shortfalls, Automotive News says, citing comments made by consultants who hired by the company to investigate the problems. Challenging management authority even if it was proper to do so was also frowned upon. One of the investigators called the scandal "a collective failure." Among other suggestions, the consultants recommended that Mitsubishi's vehicle-mileage certification be independent from research and development, that there's greater transparency overall, and that there's a more thorough understanding of laws. New shareholder Nissan may also invest in retooling Mitsubishi's R&D operations, and is sending one of its former executives, Mitsuhiko Yamashita, to Mitsubishi to try to prevent any sort of repeat problems. Mitsubishi joined a list of automakers including Volkswagen, Hyundai/Kia, and Ford that have been found in recent years to either mislead with its published fuel-efficiency figures or emissions-testing procedures. A Nissan spokesman declined to comment on the Mitsubishi report, according to Automotive News. The recommendation comes less than three months after the announcement that Nissan would help rescue Mitsubishi from its fuel-economy scandal by acquiring part of the company. Nissan agreed in May to pay $2.2 billion for a 34-percent stake in Mitsubishi, and said at the time that Mitsubishi would join the Renault-Nissan Alliance. Nissan also owns 15 percent of France-based Renault. That announcement came right after Mitsubishi's admission that it may have falsified fuel-economy data for every one of its vehicles made in Japan dating back to 1991.
