Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. The Nissan Maxima and Subaru Legacy are both popular sedans. Similarities can be seen in price, styling, and performance. What are some common repair problems seen in each model? When do they occur and how much do they cost to fix? What about how to pay for car repairs? Let's find out. Check Engine Light Both Maxima and Legacy owners dread the appearance of this little light. In the Nissan, it's most likely a failed ignition coil. This part transforms the car battery voltage into a higher voltage required for starting. This problem appears more often in Maximas with over 140,000 miles. The cost to replace the ignition coil runs around $400, parts and labor. The check engine light on the Subaru Legacy is more often due to a failed oxygen sensor. The O2 sensor measures the oxygen level in the exhaust and can affect fuel consumption. This part fails more frequently in models with over 110,000 miles. The repair costs around $200. Legacy Sound System Problems It's not uncommon for the Legacy to have sound system failures at 140,000 miles or more. The speakers might not work or only function intermittently. Hitting a bump might also cause the radio to shut off. Repair costs here can vary, but the typical charge is around $600. Nissan Check Engine Light Part 2 The Nissan check engine light also may appear due to oil leaking from the camshaft position sensor. Difficulty with stalling and acceleration might occur as well. The repair costs around $250 and is more frequent in models with over 104,000 miles. Big-Ticket Items Some repairs are especially costly. In Maximas with over 120,000 miles, the power steering pump may begin to malfunction. This produces a clunking or knocking sound when driving over uneven terrain. Steering might be affected with abnormal noises heard when turning the steering wheel. A Nissan Maxima power steering pump replacement costs around $1,250, parts and labor. Now, if you begin to feel your Legacy vibrating or shuddering at around 116,000 miles, it may be a transmission problem. It's more noticeable when the car shifts gears. Legacy transmission repair can be expensive, costing up to $2,000 or more. Even more costly is a Subaru Legacy head gasket failure, seen more often at 110,000 miles or more. AC malfunction, fluid leaks, and engine overheating can occur when the head gasket fails. The repair costs are around $3,000.

In his own words: Carlos Ghosn on why EVs rule

That's a nice little dig at hydrogen fuel cell technology, Mr. Ghosn. The Nissan chief, long a champion and heavy-duty investor of electric-vehicle technology, wrote an essay on his LinkedIn Influencer page on why EVs are the theoretical wave of the future. It's obviously not an unbiased opinion, but he makes his points clearly. Ghosn points out that "refueling" costs per mile for EVs are about 70 percent less than gasoline and more than 60 percent less than hybrids. He cites the rapidly growing network of plug-in vehicle charging stations that are eliminating "range anxiety" with at least some folks, and notes that the fastest growing US plug-in vehicle market is, of all places, Atlanta. Additionally, Ghosn, near the bottom of the post, says that a plug-in vehicle charging station can be deployed for as little as $2,000, while building a hydrogen station costs about $2.5 million. Pretty clever. Nissan's sales numbers appear to give Ghosn's confidence some clout. Through November, sales of the Leaf in the US surged 35 percent from a year earlier to more than 27,000 units. Globally, Nissan says the Leaf's sales are up 20 percent this year. Check out Ghosn's own words below. Zero-Emission Cars: Both Consumers and the Environment Win Last month, the Renault-Nissan Alliance sold its 200,000th zero-emission car. They are the world's first and most successful mainstream, mass-marketed EVs. Why are more people switching to EVs? The reasons are clear: EVs are convenient: They can be refueled at home or at the office from multiple energy sources, including the increasing amount of clean energy from solar or wind power. Imagine never stopping at a gasoline service station because you wake up to a "full tank" every day. This is one of the top things EV owners enjoy about their cars. EVs are economical: Even with gasoline prices falling, Consumer Reports recently estimated operating costs of a Nissan LEAF in the United States at 3.5 cents a mile, compared with 11.9 cents for a subcompact gasoline car or 8.6 cents for a hybrid. EV owners typically save on their insurance policies, because insurers view EV drivers as a lower risk.
