Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. Carlos Ghosn, the cost cutter who cost a lot in compensation

PARIS — In his 40 years in the auto industry, the praise Carlos Ghosn has won for turning around businesses has regularly been matched by criticism over the amount he has been paid to do it. In the latest furore over his finances, Japan's Nissan Motor Co said on Monday it planned to oust Ghosn as chairman after alleging he had made personal use of company assets, among other acts of suspected misconduct. The scandal comes just five months after the 64-year-old head of the Renault-Nissan alliance narrowly won a shareholder vote at Renault over his 7.4 million euro ($8.5 million) pay package for 2017, after losing a 2016 vote. Brazilian-born, of Lebanese descent and a French citizen, Ghosn began his career in 1978 at tire maker Michelin, before moving to Renault in 1996, where he oversaw a turnaround at the French automaker that won him the nickname "Le Cost Killer." After Renault sealed an alliance with Nissan in 1999, Ghosn used similar methods to revive the ailing Japanese brand, leading to "business superstar" status in Japan, blanket media coverage and even a manga comic book on his life. As auto markets in western Europe and Japan struggled, Ghosn championed a cheap car for the masses in emerging markets and embraced the electric vehicle before many others. He also never made it a secret that he believed there were too many carmakers in the world and consolidation would continue — in 2016 he added Japan's Mitsubishi Motors to the alliance. But in recent months, attention has increasingly turned to how the complex web of cross-shareholdings between the alliance partners might be simplified to ensure it can thrive following the eventual departure of its main architect. In March, sources close to the matter told Reuters the alliance partners were discussing plans for a closer tie-up in which Nissan would acquire the bulk of the French state's 15 percent stake in Renault. Nissan's plan to supply US Mitsubishi dealers with family sedan stalls

Mitsubishi has quietly had some big success recently. The Japanese brand sold 77,643 vehicles in the US for all of 2014, a 24.8 percent jump over 2013. While still relatively small overall (Ford sold 74,355 F-Series trucks just in December, for example), it shows definite growth for the sometimes forgotten automaker. Unfortunately, the latest news might not help the company's future expansion. The proposed partnership of Mitsubishi and the Renault-Nissan Alliance on at least one midsize sedan for the US market is off the table, according to Automotive News. The company informed sellers that the collaboration had fallen through during a National Automobile Dealers Association meeting. "I told them that the plan has stalled," said Don Swearingen, executive vice president of Mitsubishi Motors North America, to Automotive News. "And I said that's really all I can tell you at this time." Under the original partnership, Mitsubishi was supposed to get a D-segment sedan that would have been built at the Renault-Samsung factory in Busan, South Korea. The automakers were also negotiating for Mitsu to get a C-segment four-door as a global model and developing an electric kei car for Japan together, due in 2016. While the sedan is gone, Mitsubishi isn't completely bereft of improved products in the pipeline. The Mirage Sedan is being launched in the US, and the Outlander is supposed to get a redesign for the 2016 model year. According to Automotive News, the Outlander Sport and Lancer are also due for refreshes in 2016, and a new Mirage is on the way.
