Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Nissan expands Ghosn probe to more countries, executive Munoz under scrutiny, sources say

BEIJING — Nissan Motor Co Ltd has broadened its investigation into ousted chairman Carlos Ghosn to include dealings that took place in the United States, India and Latin America, three people with knowledge of the inquiry said. In one aspect of their internal probe, company investigators are looking into decisions made in the United States by Jose Munoz who led Nissan's North American operations from 2014 to 2018, the people said. Munoz was recently placed on a leave of absence due to the probe, they added. Nissan said this month that Munoz, its chief performance officer and widely seen within the industry as close to Ghosn, was on leave "to allow him to assist the company by concentrating on special tasks arising from recent events." Munoz is not cooperating with investigators, two of the people with knowledge of the probe said, both describing his actions as "stonewalling". One of the sources described Munoz, who currently heads Nissan's China operations, as a "person of interest" in the probe, adding that it was not clear whether he would be accused of any wrongdoing. Munoz, 53, did not reply to Reuters requests for comment. The people with knowledge of the probe spoke to Reuters on condition of anonymity due to the sensitivity of the matter. A lawyer for Ghosn, Motonari Otsuru, said in an emailed comment: "I am unaware of this." Some of the questions put to Munoz relate to dealer franchise rights, one of the sources said. Other questions relate to contracts with parts suppliers and service providers that Munoz approved when he was at the helm of Nissan's U.S. operations, another source said. The sources said the findings made as part of the probe into Ghosn's affairs in the U.S. market are being shared with prosecutors. Tokyo prosecutors declined to comment. Nissan has said its internal investigation had uncovered "substantial and convincing evidence of misconduct" by Ghosn and that its scope is expanding. Ghosn, once the most celebrated executives in the auto industry and the anchor of Nissan's alliance with France's Renault SA, has been charged with under-reporting his income. Datsun Redi-Go is reborn brand's first concept car [w/video]

Nissan's plan for its reborn Datsun sub-brand just got a shot in the arm, as the emerging-market manufacturer has unveiled its first concept car since its resurrection back in 2012. Called the Redi-Go Concept, it looks like a high-riding version of Datsun's recently launched Go hatchback that's been fitted with a few concept car cues (not a bad thing).
The Redi-Go packs LED taillights, Datsun's "D-cut grille" and LED running lights into its Go-inspired body. Funky two-tone 15-inch wheels add a bit of cheek to the overall design, and in our minds look quite good, despite being so small. The ruggedized front and rear bumpers, as well as the sill and wheel arch surrounds add to the Redi-Go's rough-and-tumble aesthetic. We like that Datsun has kept the overall package short, giving the Redi-Go a 92.5-inch wheelbase, rather than creating a lifted version of the upcoming Go+. There are no specific mentions of the Redi-Go's mechanicals, although we'd wager that a production model might share the 1.2-liter engine and five-speed manual found in the standard Go.
While it might be easy to dismiss a concept like the Redi-Go in America, there's no denying its importance to the Indian market, which is decidedly more limited when it comes to available bodystyles. "If we were to make a car like Datsun Redi-Go Concept it would be a segment creator in India, an aspirational car that at the same time is attainable, a car that would be within reach of the first time buyer. This concept shows how serious we are about reinvigorating the market by catering for the needs of a growing class of Indians who have the chance to own a family car that will enable them to enjoy a new sense of independence," said Vincent Cobee, the global head of Datsun.
