North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Nissan, Mitsubishi team up for $14,000 electric car

Last November, the Renault-Nissan Alliance and Mitsubishi announced a partnership to build some tiny electric vehicles for the Japanese market. Well, the partnership is going to build more than that (like the Nissan Dayz, pictured above in Roox form, and the Mitsubishi eK wagon), but we're most interested in the upcoming plug-in results. Those results are not here yet, but we now know that the 50-50 joint venture is moving forward and that the first "kei car" EV from the project is now due in fiscal 2016, according to the Nikkei Asia Review. The makers of the popular Leaf and i-MiEV electric vehicles say that the new small EV will be the cheapest EV on the market when its released, potentially priced at 1.5 million yen (around $14,700 US). Currently, the i-MiEV is the cheapest EV option in Japan, with a 2.5-million yen starting price (just under $24,500 US) before incentives. Taking a good $10,000 of the purchase price is likely more than enough to counter the smaller size and, perhaps, more limited amenities. Nissan design to show more Chinese influence

Nissan is going to be leveraging the weight of the Chinese market by selling cars influenced by the People's Republic in other markets around the globe. The influence of Chinese design is further proof of the country's importance on a global scale. Nissan isn't the only manufacturer that's looking to leverage China's burgeoning design talent, as BMW, Volkswagen, and General Motors have all set up facilities.
In fact, VW and GM have both used Chinese talent to design cars, in the Passat and Buick LaCrosse, respectively. Nissan has already tested the waters with its Beijing studios, penning the Friend-Me Concept from this year's Shanghai Auto Show. Where GM and VW used their Shanghai-based studios as more consultancies than anything else, though, Nissan is aiming to have the Beijing studio design a global car.
According to Nissan's global design head, Shiro Nakamura, that's already happening. Nakamura told Reuters that Nissan is two years from launching a Chinese-designed global model that will see sales in both North America and Europe, in addition to its home market. While Nakamura wouldn't elaborate on what the new model's styling would entail, there's a focus on what the Chinese call daqi.
