Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Nissan Safari police truck a sort of A-Team van from Japan

Television today might be at one the best points in the medium's history with shows like Mad Men, Louie, True Detective and streaming offerings like House of Cards. However, none of those come close to the number of car chases and explosions of '70s and '80s offerings like Charlie's Angels, The A-Team or The Dukes of Hazard. Apparently, this prevalence of action at the time wasn't just an American phenomenon. In Japan, a show called Seibu Keisatsu fulfilled the nation's need for shootouts and stunts.
Nissan was a major sponsor of the show, and therefore the brand's vehicles were used extensively, including a highly modified Nissan Safari SUV (also known as the Nissan Patrol), pictured above. In the show's lore, it was equipped with radar, a camera and a fire extinguisher capable of turning over a car. The series ran 236 episodes from 1979 to 1984, and with the trailer below as indication, that allowed time for plenty of car jumps and explosions.
The entire Seibu Keisatsu series is now coming out in Japan on DVD and Blu-Ray packed in a fake gun case. The trailer below shows off some of the action of the series. It all starts out normal enough, but about a minute into the video there are all sorts of Nissans jumping and crashing. Plus, there is a guy on fire in a shootout. Ken Block's Gymkhana 8 to feature Dubai Police cars?

Yesterday we showed you the shiny Ford Fiesta that Ken Block will slide, spin, and hoon through the next Gymkhana video. In case the image above isn't clear, that video will drop at midnight EST on February 30th on the Ford Performance YouTube channel. We don't know all the entire premise of the video yet, but this Tweet from the man himself reveals that the video will be set in Dubai. Block is standing on the Fiesta we saw yesterday, and arrayed behind him are a handful of those famous Dubai Police cars you're probably familiar with. The force has a fleet of sportscars and supercars, and the purpose is outreach and goodwill among its citizenry, not necessarily the pursuit of criminals. This content is hosted by a third party. From left to right, we can see a Maserati GranTurismo, Porsche 911, what looks to be a Nissan GT-R obscured by Block's Fiesta, a McLaren (likely a 650S), Ford Mustang, and a Ferrari 599 of some ilk.
