Meet the Greenest and Meanest vehicles of 2016

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. For one thing, this is the first Greenest list that doesn't have any purely internal combustion engine powertrain on it. Hybrids, yes, but if you want to be one of the top 12 greenest cars this year, you'd better have some sort of electric angle. ACEEE says that the conventional, gas-powered Smart Fortwo and Chevrolet Spark just missed the cut. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory. North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Nissan recalls 640k crossovers for wiring issue, hood release

The National Highway Traffic Safety Administration has announced two separate recalls affecting hundreds of thousands of Nissan crossovers. The larger of the two involves the electrical system in 2008-2013 model year Rogue CUVs. In affected vehicles, a mixture of moisture and salt seeping in through the carpet on the driver's side could cause the harness connector to short, potentially causing a fire. The issue involves Nissan Rogues manufactured between March 7, 2007, and November 26, 2013, as well as examples of the 2014 Rogue Select manufactured between September 23, 2013, and July 2, 2014. All told, that comes to an estimated 468,815 units in the United States alone. The second recall affects the relatively smaller quantity of 170,665 vehicles, made up of 2013-14 Nissan Pathfinder, 2014 Pathfinder Hybrid, 2013 Infiniti JX35, 2014 QX60 and 2014 QX60 Hybrid models. (The JX35 was recently relabeled as the QX60 under Infiniti's new nomenclature.) The issue affecting some of those vehicles revolves around a hood release cable that may not properly latch. Nissan is notifying owners of the affected units to bring their vehicles in to have the wiring checked and to replace the harness connector and seal in the former case, and to have the hood release mechanism modified in the latter. All told, an estimated 639,480 vehicles are being recalled as part of the two campaigns. The affected vehicles may experience an electrical short in the harness connector due to a mixture of snow/water and salt seeping through the carpet on the driver side floor near the harness connector. CONSEQUENCE: An electrical short can cause a vehicle fire. REMEDY: Nissan will notify owners, and dealers will inspect the kick panel wiring harness connector and will if necessary install a new harness connector and waterproof seal, free of charge. The manufacturer has not yet provided a notification schedule. Owners may contact Nissan customer service at 1-800-647-7261.
