Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Infiniti readies Juke-based ESQ crossover specifically for China

When most luxury automakers started getting into SUVs and crossovers, they started at with the largest models, but have gradually been getting smaller. Think Lexus and the LX, Audi and the Q7, or BMW and the X5, and you'll see what we mean, because each of them has been steadily downsizing its crossovers ever since. But Infiniti is going even smaller. At least, in China, anyway.
That's where the luxury marque from Nissan will soon be offering the new Infiniti ESQ. The smallest of Infiniti crossovers has been developed in China, exclusively for the Chinese market to meet Chinese tastes. It shares its underpinnings with the Nissan Juke, but instead of starting with the base model, Infiniti China has started with the more potent Juke Nismo - complete with 1.6-liter turbo four producing 197 horsepower - and added on premium accoutrements. The exterior that appears to be differentiated by a new grille and wheels, featuring the ESQ logo instead of Infiniti's, but the same quirky styling that sets the Juke apart. Though all we can of the interior is the steering wheel, you can bet that Infiniti gave the ESQ a more luxurious cabin space, too.
Infiniti's global communications manager Stefan Wienmann told Autoblog that the company is "expanding [its] portfolio not only globally but also specifically in China," adding the ESQ to a market-specific lineup that includes long-wheelbase versions of the Q50 sedan and QX50 crossover. "We see specific sales opportunities in this segment," explains Wienmann, adding that a targeted project like the ESQ "also enables us to gain experience in positioning a new premium model to the 'new millennials', a customer group that is very important to us."

Carlos Ghosn returns as president of ACEA

The European Automobile Manufacturers' Association (abbreviated ACEA in French) is an industry group representing all the biggest automakers in Europe, representing their common interests on the world stage. And as such it needs a leader, figurehead and mouthpiece to serve as its president, and for the second time the association's board of directors has chosen Carlos Ghosn.
Now if you're recognizing Ghosn as the CEO of Nissan and wondering what that has to do with European cars, it's not because Nissan manufactures much in Europe. In fact, it only operates has a handful of locations in Europe: one in the UK, one in Barcelona and one in St Petersburg. But you'd be wise to recall that Ghosn also serves as CEO of Renault, one of the biggest players in European automobile manufacturing. He also sits on the boards at Russian automaker AvtoVAZ (of which Renault owns 25 percent) and of his native Brazil's Banco Itaú, not to mention the advisory councils of a handful of universities - two of them from his ancestral hometown of Beirut. He previously served as president of ACEA in 2009, and was re-elected to replace outgoing PSA chairman Philippe Varin.
Alongside Renault, ACEA membership includes BMW, Daimler, Fiat, Jaguar Land Rover, PSA Peugeot Citroën, Volkswagen and Volvo, along with the European divisions of Ford, General Motors, Hyundai and Toyota, as well as a handful of truck manufacturers.
