North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Nissan working on unspecified improvements to Carwings in Leaf EV

Nissan has been using the communication system as a way for drivers of the battery-electric Leaf to do things like use a smartphone start the charging process remotely, check the charging status or find nearby charging stations. The service was one of the tools Nissan was offering to newbie drivers of the first US mass-produced electric vehicle to better familiarize themselves with ideas like recharging your car from miles away. Now, three-plus years into the model's lifetime, Nissan is looking to get more out of Carwings, Wards Auto says, citing Nissan North America executive Robyn Williams. Specifically, Nissan is hoping Carwings will eventually be able to communicate information about the battery's health, or lack thereof (i.e. degradation) to the driver. That issue was made clear a couple of years ago when Leaf drivers in hot-weather locales such as Arizona said their batteries were losing capacity at a faster rate than advertised. Nissan North America spokesman Brian Brockman, in an e-mail to AutoblogGreen, would only say that the automaker "is always working to determine ways to offer more value to customers via telematics systems like Carwings," but declined to be more specific about any particular technological advancements. Nissan debuted Carwings in late 2010, and, among other things, the concept was novel because it let Leaf drivers compare driving efficiency with other Leaf drivers (think of it as a real silent hypermiling contest). The feature had been used as a telecommunications system on a number of Nissan models in Japan for years before being introduced on the Leaf.

Last July, Plug In America declared that a Mitsubishi i-MiEV in Alabama was the 100,000th electric vehicle sold in the US. Today, the California Plug-In Electric Vehicle Collaborative announced that that many EVs have now been sold in California alone. To celebrate the milestone – which was actually 102,440 EVs sold in the Golden State between when the Chevy Volt and Nissan Leaf were introduced in late 2010 and the end of August 2014 – we spoke with some of the key players in moving the battery-powered metal off of the dealer lots and into driver's driveways. CARB's Mary Nichols drives a Honda Fit EV, and said that in LA, it's no longer "a weird thing." The chairman of the California Air Resources Board (CARB), Mary Nichols, took a broad overview. Nichols herself drives a Honda Fit EV, and said that in her home of Los Angeles, that's no longer "a weird thing." She told AutoblogGreen that, "The industry people that we work with are very clear about this, they think the electric cars sell themselves, in terms of their driveability and attractiveness, if you can get a person into one," she said. "The best way to get a person into one is for them to see it somewhere, and that's really what we're celebrating here. As you get to critical mass, and I think 100,000 vehicles is getting to that point, people start looking at these as an option as opposed to something that they walked into the dealership already wanting to get." Given CARB's support of hydrogen vehicles as well as EVs, we had to ask Nichols when she thought H2 would hit the 100,000-vehicle milestone. She declined to answer that question, but did say that, "Hydrogen vehicles are just beginning to be available in the market. They are just being very selectively and even more cautiously introduced than plug-in vehicles because of concerns that customers will have a good experience, and a good experience means that there has to be an adequate supply of fueling stations," she said. "There has been a lot of expression of interest and support and vision in this direction but we are just at the beginning stages, where we were with plug-in vehicles a few years ago. It's going to take a while." If you ask Nissan's Brendan Jones how a state can support a new technology like plug-in vehicles, he will point to how EVs were rolled out in California. Turns out, the company has learned a lot from selling so many Leafs there.
