Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

*UPDATE: Nissan has released a video of the Leaf in Puerto Rico, so we've embedded it below. Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Angry Nissan Leaf Driver may make 'Rolling Coal' illegal in New Jersey

It's always a few bad apples who ruin polluting just for fun for the rest of us. That time-honored American tradition of being rude for laughs, otherwise known as 'rolling coal,' might become illegal in New Jersey, if a Nissan Leaf-driving politician gets his way. The politician in question is State Assemblyman Tim Eustace (D-Bergen), who was purposefully hit by a blast of dark smoke recently while driving his Leaf on the New Jersey Turnpike, according to NJ.com. This personal experience of what he called "just youthful ignorance" is encouraging him to submit a bill (A3583), which, "Prohibits retrofitting diesel-powered vehicles to increase particulate emissions for the purpose of 'coal rolling'; prohibits the practice of 'coal rolling.'" If you're caught violating the law, you would be hit with a fine from the state Department of Environmental Protection. Of course, the Feds say it is already illegal to modify an exhaust system in a way that allows coal rolling. Rolling coal has become a bit of a meme recently, with videos of laughing truck drivers spewing their modified exhaust pipes at green cars, pedestrians and bikers around the country. Eustace told NJ.com that, "People had been telling this has been going on, but I hadn't seen it. I was surprised to experience it myself." Dacia Duster to spawn inexpensive Nissan Terrano, will we get it?

When going to overseas auto shows, one can't help but spend an inordinate amount of time eyeballing forbidden automotive fruit. It's often of the seriously rare, criminally powerful and six- or seven-digit variety. But more often than one might think, the genuinely affordable overseas hero makes us swoon, too. So it is with the Dacia/Renault Duster, the cheap-as-chips, hard-wearing utility vehicle. We've often thought that its basic, rugged charms would play well in the US if saddled with a low enough price tag, but we've never seen much of a window for that to actually come true.
But now, Autocar India is reporting that Nissan will flex its alliance with Renault to spin off a Duster of its own, one that exhumes the Terrano nameplate, a moniker once used for overseas versions of the first- and second-generation Pathfinder. The new model will feature unique sheetmetal to give it a familial look, but the interior will be the same, and we expect the same goes for the powertrain, meaning there will be a range of gasoline and diesel four-cylinder engines with both manual and automatic gearboxes and front- or all-wheel drive.
So, does that mean we'll get a Nissan version of the Duster-based Terrano to call our own? Sadly, almost certainly not. Company spokesman Dan Bedore tells Autoblog flatly, "There are no plans to bring this model to the US." Bummer. Even if it isn't ultimately as capable as the larger, long-in-the-tooth Xterra (it's more on par with the now departed Canadian-market X-Trail), we think the Duster's archetypal SUV looks and low cost barrier would win it plenty of fans in our market. Our guess is that redesigning the model to meet US regulations (crash, emissions, lighting, etc.) would be prohibitively expensive, and the Dacia/Renault model is built in some pretty distant facilities - Brazil, India, Romania and Russia among them - making the business case harder still.
