Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Recharge Wrap-up: Elon Musk talks autonomous cars, Renault to run ZOE in ZENN Monte-Carlo Rally

Elon Musk discussed the autonomous driving capabilities of the Tesla Model S with NVIDIA CEO Jen-Hsun Huang. He said the car is already equipped with the hardware needed for highway driving. "Even with the current sensor suite, we could make the car go fully autonomous, but not a level of reliability that would be safe in, say, a complex urban environment at 30 miles an hour," says Musk. That would require "a bigger sensor suite, and you need more computing power." Huang and Musk also discussed car hacking and artificial intelligence during the interview at the 2015 GPU Technology Conference. See the video above, and read more at Teslarati. Renault will send four of its ZOE electric cars to the ZENN (Zero Emission, No Noise) Monte-Carlo Rally. The rally, which travels through the principality beginning and ending at the Port of Monaco, is open to electric cars with ranges of less than 250 kilometers (about 155 miles). Visitors can also explore an "electric village," which includes vehicle test drives and information about the future of automobiles. The race takes place from March 20 through 22. Read more in the press release from Renault below. A Seattle-area Nissan dealership has opened a "charging depot" with six fast chargers. Bellevue Nissan now claims to have a larger group of fast chargers than any other dealership in the country. The chargers are part of the NRG eVgo network, and will be available to drivers around the clock every day of the week. They'll also be part of Nissan's "No Charge To Charge" program for Leaf customers. Washington Governor Jay Inslee was on hand at the dealership for the opening, where he called such fast charging stations, "the backbone of our future transportation infrastructure." Read more at Hybrid Cars. A coalition of environmental groups and renewable energy advocates want New York to require all heating oil sold in the state to include at least two percent biodiesel. The proposal passed the Assembly's Committee on Environmental Conservation Tuesday. Its sponsor is Assemblyman Steven Englebright, a Long Island Democrat who says a biodiesel standard would reduce carbon emissions while boosting the state's agricultural industry. Supporters of a biodiesel standard include the New York League of Conservation Voters, the New York Public Interest Research Group and the state's Corn and Soybean Growers Association. Conventional oil companies are opposed.

Nissan Sentra, Buick LaCrosse to headline LA Auto Show

We're less than a month away from the start of the Los Angeles Auto Show, and automakers have been lining up their debuts for the upcoming left-coast expo. The latest announcement comes from the show's organizers who are eager to tout the global debuts slated for next month. Chief among them will be new versions of the Buick LaCrosse and Nissan Sentra. So far all we've seen of the 2017 LaCrosse is a glimpse at the front grille, but it's already promising to bring elements of the Avenir concept to the street. The original LaCrosse was launched in 2004 and was replaced in 2010 with the current model. The Sentra nameplate has been around much longer, but the current model was launched more recently in 2013. The new version spied recently while undergoing testing is promised to be a substantial update on that model, not a complete replacement, bringing it up to speed with the latest equipment and revised styling. This represents the first official confirmation we've received of when Nissan will be unveiling the new Sentra. Mitsubishi will also be on hand with its new Outlander Sport, as well as the redesigned Mirage. They'll be joined as well by new versions of a couple of high-end models that promise to resonate with the local crowds in tinseltown. Land Rover has chosen the LA show as a suitable venue to unveil the production Range Rover Evoque Convertible that will drop the top on one of the most stylish luxury crossovers on the market. And Porsche, as we know, is gearing up to hit the track with the new Cayman GT4 Clubsport - a customer racing version of the company's little two-seat, mid-engined sports car that's been lightly modified for motorsport competition. Of course these won't be the only new metal on display at the Californian auto expo. They'll be joined as well by the likes of the new Infiniti QX30, Hyundai Elantra, Kia Sportage, and Jaguar F-Pace - many of which we've already seen. Meanwhile companies like Fiat, Ford, Mazda, Mercedes, Subaru, Volvo, Volkswagen, and Elio Motors are keeping their plans under wraps for the time being. But with mere weeks to go, it won't be long before we see what they've got in store as well.
