World's cheapest Nissan Leaf costs just $9,460

If you thought electric vehicles were expensive, head on over to Rotterdam in the Netherlands. There, you can buy a Nissan Leaf for the amazingly low price of just 7,450 euros ($9,460 US). Or, if a practical delivery van is more your style, check out the Nissan e-NV200 Visia Flex, which is absurdly priced at 4,950 euros ($6,400). Now, you might be thinking, those prices don't seem right, and this isn't a case of Nissan slashing the price like someone in I Know What You Did Last Summer. Instead, these deals are already and unsurprisingly being called the "world's best EV incentives." The great deals - available to businesses only – are due to generous national and local government incentives that are designed to take dirty vehicles off the road. Things like scrappage incentives (worth 2,500 euros, or $3,240) and free parking for EVs as well as home charger incentives stack up until they bring the price of a new EV down to the levels listed above. Jordi Vila, the managing director for Nissan Netherlands, told Automotive World that, "By scrapping older vehicles and incentivising buyers to replace them with zero-emission electric vehicles, Rotterdam is taking a huge step in improving air quality." As great as these deals are, it turns out that most car buyers are unaware of EV incentives. This is too bad, since there is a short but interesting history of tremendous deals on plug-in vehicles, like the $10,000 discount on the Mitsubishi i-MiEV (or the $69/month lease on that thing). For pure "dollars off" value, though, nothing beats the $30,000 in total incentives that maybe be available in some Japanese prefectures for hydrogen vehicles, which might expand all the way to free H2 cars.

Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Recharge Wrap-up: BMW i8 markups declining, Nissan offering discounted Leaf lease buyouts

Zipcar has published the results of an independent study on "Urban Boomers." KRC Research surveyed city-dwelling, healthy adults aged 50 to 69, and found that they are fond of technology and are more active – but drive less – after moving to the city. Many still feel car ownership is important, and often don't get rid of a car they already own, but they find alternative forms of transportation important, too. Even though it is often thought of as a bigger draw for millenials, Zipcar feels that these findings indicate that Urban Boomers are an important demographic for carsharing companies. See the results of the study in the slideshow from Zipcar. Nissan is offering lease buyout credits of up to $5,000 for its Leaf EV. Depending on the region, 2012 and 2013 models get a Leaf Gross Payoff discount of up to $5,000, with 2011 models garnering up to $1,500 off. Some dealers may also offer an additional $1,500 discount. It's possible that Nissan wants to encourage lessees to purchase their Leafs after residual values of the car dropped by about six percent in May. Some potential long-term owners could also be concerned over battery life, or be tempted by the updated Leaf slated for the 2017 model year. Read more at Green Car Reports. Dealership markups for the BMW i8 are dwindling. Actual costs of the attractive plug-in hybrid are nearing sticker prices after high demand and short supply led many dealers to exact a higher price for the car. BMW recently announced it would double production of the i8 to help meet demand, which could be behind the declining markups. The i8 has a base MSRP of $136,500, plus $950 in destination fees.
