North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Recharge Wrap-up: Mitsubishi Outlander PHEV Finishes AXCR, Nissan Leafs drive 528 million collective miles

The Mitsubishi Outlander PHEV has successfully completed the Asia Cross Country Rally 2014. The plug-in Mitsu finished first in the EV class, and 14th overall, clocking in at 19 hours, 17 minutes and 12 seconds. For its second year in the competition, the Outlander PHEV used a new suspension with more ground clearance to help it tackle the race's treacherous terrain. Besides the glory of taking on the challenging competition, the rally helped Mitsubishi gather valuable data for EV development. Nissan Leaf drivers have driven more than 528 million miles worldwide. That accounts for a reduction of 150,000 tons of carbon dioxide emissions since the EV's 2010 launch. Nissan projects that Leaf drivers will surpass a collective 1 billion electric kilometers (621 million miles) by January 2015, or perhaps even sooner if sales keep increasing. Whether it's battery-electric, hybrid, or plug-in hybrid, electrons will be doing their share to get the well-heeled from place to place. According to an article at The Sydney Morning Herald, PHEVs are "the most promising option." PGA golfer Hunter Mahan has taken delivery of a BMW i3 he won by scoring a hole-in-one. BMW offered a free, all-electric i3 to the first player to score a hole-in-one in the 2013 BMW Championship at Conway Farms Golf Club, which Mahan did on the 17th hole. The BMW Championship raised money for Evans Scholars Foundation. BMW Hole-in-One Scholar Melyzjah Smith, who was awarded a full four-year college tuition and housing scholarship in honor of Mahan's slick shot, was on hand to meet the golfer as he received his i3. 2013 Nissan NV200 hauls itself into McCormick Place

Nissan has already announced that its NV200 will be New York City's Taxi of Tomorrow, but now small businesses can also take advantage of the compact commercial van when it goes on sale this April. Unveiled at the Chicago Auto Show, the Nissan NV200 bound for North America has been stretched by almost eight inches compared to the same van that has been on sale in other global markets since 2009. The 2013 Nissan NV200 will be built in Cuernavaca, Mexico and sold at select Nissan dealerships with a starting price of $19,990 (*excluding the $845 destination charge).
At that price, the NV200 costs thousands less than lead competitors like the Ford Transit Connect and the Ram C/V Tradesman, although it does deliver less cargo volume than both as well. Despite its longer body, the NV200's 122.7 cubic feet of volume comes in just under the 129.6 cu-ft for the Ford and well under the Ram's 155.5 cu-ft cargo capacity. The split rear doors and dual side sliding side doors will give plenty of access to the NV200's cargo area, however, and Nissan says the van is wide enough to accommodate a standard pallet.
The NV200 was designed as much to be a mobile office as it is a hauler, so Nissan made the cabin as such. The passenger seat back can fold down creating a flat space for a laptop, and the center console has been specifically designed for hanging file folders. The base NV200S includes power windows, a two-speaker AM/FM/CD audio system and a 12-volt power outlet, while the NV200 SV (starting at $20,980) adds features such as cruise control, six floor-mounted cargo tie downs, power mirrors and door locks and remote keyless entry. Options include the $950 Technology Package (available on SV only and adds navigation, backup camera and satellite radio), $250 for Bluetooth and $190 for glass added to the rear cargo doors.
