Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Nissan's crowdsourced Project Titan is ready to tackle Alaska [w/videos]

Alaska still offers Americans the chance to really experience the wilderness, and Nissan is challenging its Titan pickup to its offroad extremes with a little help from its fans. After crowdsourcing a heap of mods, the company is handing it over to two Wounded Warrior Project Alumni to do their worst in the backcountry to see what the truck can do.
Nissan last experimented with the crowdsourcing idea on its Project 370Z in 2012 but might have taken things even further this time. For Project Titan, the automaker let fans vote on 10 different areas to customize on a 2014 Titan Crew Cab PRO-4X. To fit the rugged look, the company covered it up with a custom digital-camouflage wrap with a Wounded Warrior Project emblem and even outfitted its all-terrain camping trailer in a similar scheme. An LED lighting rig was also added to the new bull bar and roof rack to brighten the night. For a just little more grunt, the 5.6-liter V8 was outfitted with a Nismo cold-air intake and Borla cat-back exhaust, and to keep from getting stuck, the pickup got an upgraded suspension with more travel and 18-inch wheels with 35-inch Nitto offroad tires. The interior was also slightly revised with big GPS system and custom embroidered seats.
Now, it's time to see if the truck's mods can handle what the Alaskan wilderness can throw at it. The two Wounded Warrior Project Alumni are just starting their expedition and are expecting snow on the way. 2015 Nissan Pulsar and Pulsar Nismo Concept show Jekyll and Hyde for the hatch

Nissan is showing two very different sides of its new Pulsar five-door hatchback (on the right) at the 2014 Paris Motor Show. On one hand you get to see the standard version hoping to take the fight to popular European models like the Volkswagen Golf and Ford Focus, but also on the stage is our first glimpse at the Pulsar Nismo Concept (above) that demonstrates the vehicle's more devilish side.
The standard Pulsar is hoping to make a dent in the Euro C-segment ranks. It rides on the same platform as the Nissan Qashqai crossover and is actually about 2.4-inches longer than the Golf. Power comes from a trio of choices. There are 1.2-liter and 1.6-liter turbocharged gasoline engines with 113 horsepower and 187 hp, respectively, and a 1.5-liter diesel with 108 hp. CVTs are offered with them all. The Pulsar is also available with a variety of safety tech, including forward emergency braking, lane departure warning and blind spot monitoring.
However, the real excitement comes from the new Nismo Concept. Nissan is clear that it's "only a design study at this stage," but the sporty hatch imagines a flagship for the Pulsar range. It gets the full suite of Nismo goodies with a suspension dropped to the floor and sharper steering. The exterior also benefits from big air intakes in the front bumper, a rear diffuser with central exhausts, flared fenders and carbon fiber trim pieces. The whole thing is finished in satin gray with the division's traditional red trim. The interior has the same motif with race seats and a three-spoke steering wheel.
