North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Recharge Wrap-up: Toyota battery breakthrough, PSA's millionth BlueHDi diesel

Scientists at Toyota have developed battery technology that allows for higher energy density. Using material from hydrogen storage, researchers at the Toyota Research Institute of North America (TRINA) in beautiful Ann Arbor, Michigan have created an electrolyte that works well with a magnesium metal anode. Besides improving energy density for smaller, more powerful batteries, magnesium is also more stable than lithium, making it a safer alternative. Rather than guarding their secret, Toyota is sharing details of this breakthrough in order to advance the technology in hopes of an earlier mass deployment of magnesium batteries. The Nissan e-NV200 vans are painted and decorated to look like cows, pigs, and chickens. While three of the vans have already been named, fans can suggest their own clever ideas for the rest of the fleet on social media. The automaker builds two diesel engines – a 1.6-liter and a 2.0-liter – at its plant in Tremery, France at a rate of 7,000 engines a day. BlueHDi technology uses three different emissions control mechanisms to filter pollutants out of diesel exhaust, including an oxygen catalyst, an additive filter to remove particulate matter, and a Selective Catalytic Reduction system to reduce NOx. Four Wheeler crowns Ultimate Factory 4x4... who wins?

Nearly every automaker doing business in the SUV or pickup truck segments offers a package designed to improve the off-road capabilities of its wares. But, of course, not all such factory kits are created equal. How, then, to separate the wheat from the chaff? Gather each of them up and put them through their paces, naturally.
The folks from Four Wheeler and PickupTrucks.com joined forces to run just such a comparison test, with the winner named the Ultimate Factory 4x4. A total of seven vehicles showed up to the fight: the 2012 Ford F-150 SVT Raptor, 2013 Jeep Wrangler Rubicon, 2012 Nissan Frontier PRO-4X and Xterra PRO-4X, 2012 Ram Power Wagon, and 2012 Toyota 4Runner Trail and Tacoma TRD T|X Baja Series.
With the contestants in place, the whole crew put each vehicle through a battery of tests that included skidpad and acceleration measurements, a hillclimb, a rocky stairstep course and a rock garden. Considering the nature of the beasts, on-road ride and comfort were not part of the routine.
