Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Nissan recalling GT-R, Infiniti crossovers over steering column issue

Nissan has discovered a problem with the steering column on some of its higher-end all-wheel-drive vehicles from a few years back, and has issued a recall in conjunction with the National Highway Traffic Safety Administration to address the issue. The issue revolves around the outer tube on the steering column, which may not be perfectly round. That would put extra stress on the upper steering bearing, which could cause it to fracture, disabling the car's steering ability and potentially leading to a crash. The problem affects Nissan's flagship GT-R supercar – specifically 2009 models manufactured between March 14, 2007, and April 25, 2008) as well as an array of Infiniti crossovers: namely the 2008 EX35 and the 2008-09 FX35 and FX45. In the case of the luxury crossovers, Infiniti dealers are being instructed to replace just the steering shaft, but Nissan dealers will have to replace the entire steering column assembly on the GT-R. All told, the recall is estimated to encompass 16,973 vehicles across the United States. CONSEQUENCE: Extra play in the steering wheel or a loss of steering may increase the risk of a crash. REMEDY: Nissan will notify owners, and dealers will replace the steering shaft on the Infiniti EX35, FX35, and FX45 vehicles, and will replace the steering column assembly on the Nissan GT-R vehicles, free of charge. Nissan to pursue FWD Nurburgring lap record with Pulsar Nismo

Europeans get very serious about their hot hatches. So do the Japanese. In fact there's been a whole back-and-forth lately over who makes the fastest one, and now Nissan looks set to throw its racing hat into the 'Ring.
That would be the Nürburgring, of course, where automakers trade bragging rights like baseball cards - only they don't give them up willingly. Renault set the front-drive lap record in 2008 with the previous Mégane R26.R then set the bar even higher with the Mégane RS 265 Trophy. That was before Seat stole the honors with its Leon Cupra 280, only for Renault to take them back again with the Mégane RS 275 Trophy-R. Seat is rumored to be considering a renewed assault, but it won't be the only one nipping at Renaultsport's heels in the coming years.
Honda, for its part, has made no secret of its ambition to set the record with the upcoming Civic Type R, and now word has it that Nissan is planning an assault of its own. Its weapon of choice would be an upcoming Nismo version of the new Pulsar hatchback which is just hitting the European market now as a rival to the Ford Focus, Volkswagen Golf, et al. There's no word on what its specs would be, but if it's going to challenge these players, it's going to need between 270 and 300 horsepower, a stiff suspension, big brakes and probably some sort of trick differential.
