Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Nissan ZEOD RC completes 24 laps at Le Mans

Well, that's a nice start. Nissan says a test version of its ZEOD RC racecar has completed its first 24 laps at Le Mans in France. And, aside from two "small technical issues," things went swimmingly. The ZEOD (which stands for "zero emissions on demand") RC pairs a 1.5-liter, three-cylinder engine with a couple of electric motors and includes regenerative braking. The Japanese automaker first started testing the vehicle last fall. The first ZEOD prototype was unveiled at Le Mans last summer. Driven by Wolfgang Reip and Tommy Erdos, the test-version ZEOD suffered from a broken fuel pump and faulty exhaust, but still completed "large sections" of the circuit on electric power alone, so Nissan is gonna call the test run a success. The goal, of course, is to complete a single, 8.5-mile lap at Le Mans purely on electric power. Nissan will test the real version of the ZEOD this week in the UK. Satoshi Motoyama and Lucas Ordonez will drive with Reip at the actual Le Mans race. Nissan ZEOD RC on track at Le Mans for the first time SILVERSTONE, UK & LE MANS, FRANCE – The Nissan ZEOD RC completed its first 24 laps of Circuit de la Sarthe with GT Academy winner Wolfgang Reip and two-time Le Mans P2 winner Tommy Erdos at the wheel. While the car was delayed with two small technical issues – a broken fuel pump issue and a broken exhaust – today's test was an important step in the development of the car that aims to complete an entire lap of Le Mans on pure electric power. "Today has been a very important step in the development of the car and what we have achieved is actually quite remarkable," said NISMO's Global Head of Brand, Marketing & Sales, Darren Cox. "We knew we were tackling a huge challenge with the goal of building a car that could complete an entire 8.5 mile lap of Le Mans on nothing but electric power. We have certainly discovered why nobody has tackled it previously. "We completed large sections of the circuit today on EV power and learned a great deal," Cox continued. "Today was about testing the systems and ensuring the transition from electric to internal combustion power was seamless. Testing at other venues is extremely valuable but there is no substitute to running here at Le Mans.

Carlos Ghosn's jail time extended, as family says he was framed

TOKYO — Former Nissan chairman Carlos Ghosn will be detained at least through Jan. 11, the Tokyo District Court said Monday, as the once-revered auto industry figure faces allegations that have marked a stunning downfall. Ghosn, who led Nissan Motor Co. for two decades and helped save the Japanese automaker from near bankruptcy, was arrested Nov. 19 on suspicion of falsifying financial reports. He also faces a breach of trust allegation, for which his detention had been approved previously through Jan. 1. The Tokyo District Court said in a statement that it had approved prosecutors' request for a 10-day extension. Ghosn has been charged in the first set of allegations, about under-reporting Ghosn's pay by about 5 billion yen ($44 million) in 2011-2015. Related: Top 10 automotive stories of 2018 Those close to Ghosn and his family say he is asserting his innocence as the alleged underreported amount of money was never really decided or paid, and Nissan never suffered any monetary losses from the alleged breach of trust. It is unclear when Ghosn may be released on bail. Tokyo prosecutors consider Ghosn, a Brazilian-born Frenchman of Lebanese ancestry, a flight risk. In Japan, formal charges can mean a suspect will get detained for months, sometimes until the trial starts, because of fears of tampered evidence. Some experts are puzzled that the allegations against Kelly and Ghosn are about underreporting income from Nissan. Nissan is in charge of filing such financial reports, not individual executives. Over the weekend, The New York Times published an article, "The Rise and Fall of Carlos Ghosn," describing his arrest as well as his almost legendary ascendance as the outsider who saved Nissan: "He was a person who was above the clouds," said one Nissan employee. But it's clear from the article that his autocratic style has long rankled the Japanese. In a sidebar, the NYT also covered accusations from Ghosn's daughters that Nissan had set him up for a fall, part of a mutiny against his explorations of a merger between Nissan and Renault. They point out that Hiroto Saikawa, the chief executive of Nissan, complained about the nature of the alliance in the first news conference following Ghosn's arrest. "Wow," daughter Caroline Ghosn said. "He didn't even waste a breath. He didn't even try to cover up the fact that the merger had something to do with this." The NYT articles included Ghosn family photos showing a softer side to the stern auto executive.
