1990 Nissan Skyline GT-R NISMO R32 GT-R for sale.  This vehicle was imported into the US under the Show or Display exemption. This allows vehicles that were never originally certified for the US to be imported and be exempt from NHTSA/DOT requirements, much like the 1989 Nissan Skyline GT-R will be in 2014.  Over 21 years old vehicles are EPA exempt in their original configuration.  Once this car turns 25 years old in 2015, it will no longer be a Show or Display car, so the mileage will be unlimited, just like any 1990 vehicle imported. This is a legally imported Nismo version of the 1990 Nissan Skyline R32 GT-R, imported to the US under the Show or Display exemption. This vehicle is over 21 years old, and EPA exempt. With the Show or Display exemption it does not need to meet NHTSA requirements.  There were a total of 560 Nismo versions produced, 500 were sold to the public. Nissan kept 60 of the cars to use as a base for race cars. This car is chassis number 167.  BNR32-100167.

In order to be lawfully manufactured or imported for sale in the U.S., a motor vehicle must comply with all applicable FMVSS issued by NHTSA(unless it is 25 years old, in that case it is exempt from FMVSS). It is possible for a right-hand drive (RHD) vehicle to be manufactured in compliance with the FMVSS.

Direct Import(or Gray Market) vehicles are vehicles that were manufactured outside the United States for which the original manufacturer did not obtain California or Federal certification.  The EPA normally covers direct import vehicles under the ICI program, but if a vehicle is going to be registered in California, it needs to meet the California Direct Import requirements.


Any vehicle 1975 or newer needs to meet these standards otherwise it is not legal to register it in California. A vehicle model year 1975 or older doesn't need a smog(in use test) in California. So there is actually a 1 year gap between the two rules. 1974 or older does not need to meet California direct import requirements. 1975 would need to meet direct import requirements(FTP testing), but then would not need to be smogged after the initial direct import requirements are met.

The Nismo R32 GT-R was sold as a homologation special for racing starting February 22,1990. The 500 sold cars, and the fact that it was meant as a base for the race cars meant that it was a perfect candidate for the Show or Display exemption. Show or Display was a rule that allowed for certain historically or technologically significant vehicles to be imported to the US on a permanent basis without meeting federal motor vehicle safety standards. The rules allow for the cars to be driven up to 2500 miles per year, but they still need to meet EPA standards.  With the 1990 Nismo being over 21 years old, it is EPA exempt in its original configuration.

The maximum this vehicle can be driven under the Show or Display exemption is 2500 miles per year, until it is 25 years old, then it will be exempt from the 2500 mile per year limitation.  Please see the application for more info.

July 7, 2003

A rule permitting entry of nonconforming motor vehicles for purposes of show or display became effective on August 13, 1999. If you wish to import a vehicle for show or display, you must apply to NHTSA for permission to do so and establish that the vehicle is of such historical or technological significance that it is in the public interest to show or display the vehicle in the United States even though it would be difficult or impossible to bring the vehicle into compliance with the Federal motor vehicle safety standards. This provision is intended to facilitate the importation of historically or technologically significant vehicles that were never certified by their manufacturer for sale in the United States.

If you would like to know before purchasing a foreign vehicle whether NHTSA would determine that it is eligible for importation for show or display, you should submit an Application for Determination That a Motor Vehicle is Eligible for Show or Display and provide the information set out below in item 6d of the section entitled How You May Apply for Permission to Import. If NHTSA decides the vehicle is eligible for importation, you may then purchase the vehicle and submit a formal application containing the other information required. You should also consult the approved/disapproved listing at http://www.showordisplay.com/p/approved-vehicles.html to learn which vehicles the agency has already determined eligible for show or display and which vehicles it has determined to be ineligible.


VEHICLE ELIGIBILITY

In determining whether a vehicle is eligible for importation for show or display, NHTSA will consider the following factors, among others:
1. Whether a vehicle of the same make, model, and model year was manufactured and certified for sale in the United States.
2. Whether a vehicle of the same make, model, and model year has been determined eligible for importation pursuant to 49 CFR Part 593.
3. Whether the vehicle is currently in production.
4. Whether more than 500 of the vehicles were produced.
5. Whether the vehicle is a kit car, replica, or special construction vehicle.


If the answer to any of the above is affirmative, you should not expect NHTSA to grant permission for importation. If the answer to item 4 is affirmative, the applicant must establish that the vehicle is of exceptional technological and/or historical significance.

ON-ROAD USE

A vehicle eligible for Show or Display may receive NHTSA approval to be driven on the highway. The odometer must not register more than 2,500 miles in a 12-month period. NHTSA approval of limited on-road use is to allow the vehicle to be driven to and from nearby displays of similar automobiles. Another reason permission is granted is to maintain the vehicle’s engine, braking, lighting, and other dynamic systems in good working order. The vehicle is still required to meet EPA requirements. If the original engine in the vehicle will be replaced with a non-original engine to meet EPA requirements, it must be identified in your application since it may impact on the technological or historical significance of the vehicle.

HOW YOU MAY APPLY FOR PERMISSION TO IMPORT

Your signed application must include, at a minimum:

1. Your name, address, phone number, and FAX number.
2. Vehicle identification – make, model, model year, VIN or chassis number, engine number, date of manufacture and mileage.
3. Location where you will store the vehicle in the United States.
4. Statement describing use on the public roads, if intended. If on-road use is requested, identify the Independent Commercial Importer (ICI) that will modify the vehicle to bring it into conformity with the requirements of the Environmental Protection Agency.
5. Basis for the application.
6. Attachments:
1. Photographs – 3/4 frontal, 3/4 rear, interior, odometer reading and special features (if appropriate).
2. Document from manufacturer or recognized historical source, identifying total production (production verification).
3. Proof of insurance conditioned on limited on-road use (not more than 2,500 miles accumulated in any 12-month period).
4. Identification of vehicle’s:
1. Technological significance – You must identify (be specific) the technology, engineering, and construction features of the vehicle that are advanced and of an unusual nature not commonly found in motor vehicles manufactured in the same time period; or
2. Historical significance – You must identify the historical significance of the vehicle. If a person of historical significance owned the vehicle, you must submit proof that this person owned the vehicle. If the vehicle was the first or last vehicle of a particular model, you must establish this through the manufacturer’s documentation or, if this is not available, through a recognized historical source. If the vehicle was "one of a kind," you must establish this also.

A vehicle in California is not smog exempt unless it is 1975 or older, so there will be a significant extra cost in bringing it into compliance with California standards.  If you want to have the car in California contact me prior to bidding.

Nissan's Carlos Ghosn offers to wear electronic ankle tag if released

TOKYO — Ousted Nissan Chairman Carlos Ghosn has offered to wear an electronic ankle tag and hire guards to monitor him in an unusual bid to secure his release on bail after two months of harsh detention in Japan for alleged financial crimes. Ghosn is also willing to remain in Tokyo, where he has leased an apartment, and post stock he owns in Nissan as collateral, his spokeswoman said. A new bail hearing is set for Monday after an earlier request was denied due partly to concerns the French executive was a flight risk. His release would allow Ghosn to meet more frequently with his lawyers and defend himself before the board of Renault, where he remains chairman and CEO, amid calls for his removal and potential moves to restructure the Nissan tie-up. Ghosn denies any wrongdoing as he awaits trial on charges of financial misconduct. "I will attend my trial not only because I am legally obligated to do so, but because I am eager to finally have the opportunity to defend myself," Ghosn said in a statement on Sunday. "I am not guilty of the charges against me, and I look forward to defending my reputation in the courtroom." Meanwhile, Ghosn's wife, Carole Ghosn, has written to French President Emmanuel Macron to discuss her husband's situation, her public relations representative said. The representative, Devon Spurgeon, confirmed a report in French paper Journal du Dimanche that a letter had been sent to Macron this month, but declined to provide details. France wants a full merger As Ghosn's arrest on Nov. 19 continued to cloud the outlook for Nissan's three-way alliance with France's Renault and Mitsubishi Motors, Nissan said it was not the time to discuss revising the partners' capital ties. Ghosn, who spearheaded Nissan's turnaround two decades ago, had pushed for a deeper tie-up between Nissan and Renault, including possibly a full merger by 2020, despite strong reservations at the Japanese firm. "We are not at the stage for such discussions," Nissan CEO Hiroto Saikawa told reporters on Monday. Saikawa said he had not heard directly about a reported proposal by the French government to integrate the Japanese carmaker's management with Renault. The Nikkei newspaper reported on Sunday that a French government delegation had informed Tokyo that it would seek an integration of Renault and Nissan, most likely under the umbrella of a single holding company. "Since I have not heard this directly, I cannot comment," Saikawa told reporters.

Nissan, Infiniti will each show a next-gen concept EV in Detroit

The chief designer for Nissan and Infiniti said Wednesday that both brands will debut concept electric vehicles at the 2019 North American International Auto Show in Detroit in January that will likely show off Nissan's next-generation electric drive systems and the evolution of the brands' EV design direction first hinted at with Infiniti's stunning Q Inspiration. Alfonso Albaisa, senior vice president of global design for Nissan, said the concepts will reflect a similar departure from standard vehicle proportions as the Q Inspiration. He would not say exactly what segment or segments the concepts would represent, but he dropped some hints at a couple possible powertrains for the concepts. Similar additional concepts will follow later in the year at the Tokyo Motor Show, he said. "The Q Inspiration kind of hinted at it and we avoided discussing too much about what's driving that car. Of course, we talked about VC-Turbo, which is also possible," he said in an interview with Autoblog. "But if you really look at the car, Q Insipiration shifted the cabin forward. It was the first one to break the [mold] of Infiniti. So how to still have this artistry and this sense of carrozzerie" (Italian for coachbuilding) "of Infiniti without kind of the stereotypical long hood and the cabin shifted back and the windshield has to go through the center of the front wheel, these golden rules." Infiniti debuted the Q Inspiration concept sedan in Detroit in January, with a swoopy, ghost-like design influenced by an archer shooting an arrow through the air, and innovative design features like an elongated cabin that expands interior space, a relative lack of chrome, and other features. It's powered by a compact variable compression turbocharged engine, which can change compression ratios on the fly to maximize efficiency and power, depending on the situation. But Albaisa said the two concepts for Detroit could feature Nissan's e-Power series hybrid technology, which has mostly featured in Japan, and which features small, isolated gasoline engines that exist only to charge the batteries, not drive the wheels. They will also feature a new generation of battery packs, which he calls a "magic carpet." "It's getting denser, it's getting thinner, the cars are able to get a little bit bigger, more space, we can really do much more," he said.
