North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Toyota, Honda, Nissan and more collaborating to increase fuel efficiency

Toyota, Honda, Mazda, Nissan, Subaru, Mitsubishi, Suzuki and Daihatsu have announced an alliance that will see a push to improve fuel economy from both gas-powered and diesel-powered engines by as much as 30 percent before the end of the decade.
The newly assembled Research Association of Automotive Internal Combustion Engines put the roughly $20-million project together, with the Japanese government committing to half the cost while the eight manufacturers will chip in the rest.
According to Automotive News, the automakers will team up and share basic research on internal-combustion engines in a bid to cut costs. Eventually, the results of the research will find its way into a production vehicle, although it's unclear just when we'll see the fruits of this partnership on the road.

NHTSA probing whether to call Nissan to the carpet over Versa unintended acceleration

The Nissan Versa and Versa Note may have a carpeting problem that could make the little cars risky to drive. The National Highway Traffic Safety Administration is launching a preliminary evaluation into the 2012-2014 model year versions of the Versa, Versa Sedan and Versa Note, affecting an estimated 360,000 vehicle. In these vehicles, it's possible that the driver's foot could be caught where the carpet meets a trim panel near the accelerator. The regulator has four reported instances of the issue, but it's still collecting data from Nissan about any further cases.
According to the complaints, the tunnel carpet cover trim panel can possibly snag the drivers' right shoe where it meets the carpet, and can either keep their foot on the accelerator or prevent moving it to the brake pedal. In one case, the problem was bad enough that the driver had to free his foot using his hand, while driving. In two of the four reported cases, the vehicles were rental cars.
This is actually the second ongoing preliminary evaluation for some of these models. In late May, NHTSA started looking into the 2013-2014 Versa and 2014 Versa Note for long brake pedal travel.
