North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Even Ferrari swept up in latest Takata recall expansion

The scope of Takata's deadly airbag problems continues to widen. Eight manufacturers announced recalls Friday that affect more than 12 million vehicles, according to documents filed with federal regulators. The automakers include Honda, which is recalling 4.5 million units, Fiat Chrysler with 4.3 million, Toyota with 1.65 million, and Subaru, which is recalling almost 400,000. Some of these cars include the Saab 9-2x and Pontiac Vibe that Toyota and Subaru made for General Motors. Mazda will recall 730,000 vehicles and Nissan has 400,000 affected units. The smallest numbers were posted by Mitsubishi, with 38,000 Lancers manufactured from 2006 to 2007, and as a noteworthy high-end manufacturer, Ferrari is calling back 2,800 vehicles. These are all US-market cars. Beyond America, the Japanese Transport Ministry has announced seven million additional vehicles will be recalled, which means 19.6 million vehicles across the globe are affected by recalls announced. The defects have been traced to an insufficiently manufactured airbag inflator, which lacks a drying agent that would prevent the inflators from deteriorating over time. Thirteen deaths have been linked to the faulty airbags, which have become unstable and are prone to exploding and showering vehicle occupants with lethal amounts of metal shrapnel. A private equity firm, KKR & Co., has been named in a possible buyout of the struggling Takata. Full 2015 Chevy City Express details revealed

If you're thinking, "hey, that looks familiar..." you aren't alone. We've already seen photos of the 2015 Chevrolet City Express van. And before that, we've already learned everything there is to know about the Nissan NV200 upon which its quite obviously based. Now, though, the City Express is holding its official coming out party at the Chicago Auto Show, and we finally have the official details about what'll hopefully make this van attractive to work-minded buyers.
To no one's surprise, the City Express doesn't offer any mechanical differentiation from its Nissan equivalent. Power comes from a 2.0-liter inline four-cylinder engine rated at 131 horsepower and 139 pound-feet of torque, mated exclusively to a continuously variable transmission. Of course, the purpose of the City Express is less about what's under its hood and more about what it can haul in its capacious cargo area. Chevrolet says the front passenger seat can fold flat to create a work space or accommodate longer objects in the cargo bay, there's a center console designed specifically for maximum storage capability and both sides of the van have sliding doors. In addition, there are a plethora of integrated cargo mounts, floor-mounted D-rings and roof rack mounts throughout the vehicle.
Visually, Nissan's NV200 has never exactly been a handsome thing to begin with, and this City Express doesn't really tweak it for the better - to our eyes, it might even be less attractive. Even the design of the 15-inch wheel covers have been left alone, though the Chevy shown here appears to wear chrome-finished units.
