Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Nissan recalls 640k crossovers for wiring issue, hood release

The National Highway Traffic Safety Administration has announced two separate recalls affecting hundreds of thousands of Nissan crossovers. The larger of the two involves the electrical system in 2008-2013 model year Rogue CUVs. In affected vehicles, a mixture of moisture and salt seeping in through the carpet on the driver's side could cause the harness connector to short, potentially causing a fire. The issue involves Nissan Rogues manufactured between March 7, 2007, and November 26, 2013, as well as examples of the 2014 Rogue Select manufactured between September 23, 2013, and July 2, 2014. All told, that comes to an estimated 468,815 units in the United States alone. The second recall affects the relatively smaller quantity of 170,665 vehicles, made up of 2013-14 Nissan Pathfinder, 2014 Pathfinder Hybrid, 2013 Infiniti JX35, 2014 QX60 and 2014 QX60 Hybrid models. (The JX35 was recently relabeled as the QX60 under Infiniti's new nomenclature.) The issue affecting some of those vehicles revolves around a hood release cable that may not properly latch. Nissan is notifying owners of the affected units to bring their vehicles in to have the wiring checked and to replace the harness connector and seal in the former case, and to have the hood release mechanism modified in the latter. All told, an estimated 639,480 vehicles are being recalled as part of the two campaigns. The affected vehicles may experience an electrical short in the harness connector due to a mixture of snow/water and salt seeping through the carpet on the driver side floor near the harness connector. CONSEQUENCE: An electrical short can cause a vehicle fire. REMEDY: Nissan will notify owners, and dealers will inspect the kick panel wiring harness connector and will if necessary install a new harness connector and waterproof seal, free of charge. Toyota, Honda, Nissan and more collaborating to increase fuel efficiency

Toyota, Honda, Mazda, Nissan, Subaru, Mitsubishi, Suzuki and Daihatsu have announced an alliance that will see a push to improve fuel economy from both gas-powered and diesel-powered engines by as much as 30 percent before the end of the decade.
The newly assembled Research Association of Automotive Internal Combustion Engines put the roughly $20-million project together, with the Japanese government committing to half the cost while the eight manufacturers will chip in the rest.
According to Automotive News, the automakers will team up and share basic research on internal-combustion engines in a bid to cut costs. Eventually, the results of the research will find its way into a production vehicle, although it's unclear just when we'll see the fruits of this partnership on the road.
