Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Recharge Wrap-up: Mercedes-Benz B-Class Electric Drive goes on sale in Europe, Spain gets Nissan Leaf taxis

The new Mercedes-Benz B-Class Electric Drive goes on sale in Europe on November 3, with deliveries starting before the end of the year. Developed with the help of Tesla, the new electric B-Class offers more than 132 kilowatts (177 horsepower) and 250 pound-feet of torque. It features Economy Plus, Economy and Sport driving modes. An optional radar support system uses the collision prevention assist sensors to help make smarter decisions about when and how to use the regenerative braking. The B-Class Electric Drive also offers an optional Range Plus button, which can unlock more battery capacity when charging for the occasional longer drive. Learn more in the press release below. Racing returns to the streets of Miami for the first time in more than a decade for the Formula E Miami ePrix on March 14, 2015. Formula E has revealed the track layout, which takes the race around the Miami Heat's home court, American Airlines Arena, along the Biscayne Bay. "This event will help to make Miami more of a sports city," says Mayor Thomas Regalado. "In addition, we will show the younger generations that you may have motor racing without noise or pollution." Hyundai has delivered the first ix35 Fuel Cell vehicles to customers in the UK, including clean energy company ITM Power. ITM is responsible for three of the hydrogen refueling stations being built around the EU as part of the Hydrogen For Innovative Vehicles project - the same project that helped bring the Hyundai ix35 (also known as the Tucson) Fuel Cell to Europe. ITM's 700-bar hydrogen stations will be built in London by Spring 2015, each with its own electrolyzer system on site. In the meantime, ITM will use the ix35 for commutes between London and Sheffield, refueling at a site that uses wind-generated electricity from an on-site turbine to power the electrolyzer to make the hydrogen. Aluminum supplier Novelis says demand will likely increase 30 percent annually for the next 10 years in China, Japan and Korea, and possibly more depending on how China's plan to increase EV use and decrease air pollution shakes out. Nissan Recalls More Than One Million Vehicles For Air Bags

Nissan is recalling just over one million cars, SUVs and vans because the front passenger air bags may not inflate in a crash. It's the company's second recall to fix the same problem. The recall affects the Altima midsize car, Leaf electric car, Pathfinder SUV and Sentra compact models from the 2013 and 2014 model years, as well as the NV200 Taxi van and Infiniti JX35 SUV from 2013. Also covered are the Infiniti QX60 and Q50 SUVs from 2014. In documents filed with the National Highway Traffic Safety Administration, Nissan says the vehicles' computer software may not detect an adult in the passenger seat. If that happens, the air bags won't inflate. Nissan will notify owners and dealers will update the software for free. The recall is expected to start in mid-April. Most of the vehicles were recalled in February of last year for a similar problem. Dealers replaced seat sensors, but Nissan said it continued to get consumer complaints and warranty claims in vehicles that had been repaired. Front passenger seats have sensors that determine the passenger's weight and turn off air bags off if a child is on board. The malfunctioning sensors can turn the air bags off even if an adult is in the seat. Nissan received three reports of air bags failing to inflate in a crash. Spokesman Steve Yeager said in an e-mail that he is not sure if anyone was hurt in those incidents. There have been no deaths due to the problem, he said.
