Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

*UPDATE: Nissan has released a video of the Leaf in Puerto Rico, so we've embedded it below. Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Nissan Leaf sales up again in February, Chevy Volt dips deeper

Nissan managed to buck the industry's overall trend of lower sales in February with double-digit growth throughout its lineup. That includes a 12th month of record sales for the Nissan Leaf electric vehicle, with the year-over-year numbers up more than a skosh. The February ledger for the Chevy Volt looked much worse, falling 25.6 percent from February 2013 down to 1,210 units. With 1,425 Leafs sold, Nissan came away the winner in a head-to-head competition between these the two early plug-in vehicles for the fourth month in a row. Nissan expects the Leaf's sales momentum continue in March. February Leaf sales were up 118.2 percent, making 2014 the car's best February ever. The car was most popular in San Francisco, CA and Atlanta, GA, two places where the the brutal winter cold that struck most of the country had a limited effect. Nissan said that other markets with notable Leaf sales growth were Honolulu, HI, Dallas/Ft. Worth, TX and Denver, CO. Toby Perry, Nissan's director of EV sales and marketing, said in a statement that Nissan, "amped up advertising in the latter half of February, which already has resulted in an uptick in sales and a significant increase in shopping traffic. We expect to see that momentum continue in March." The Volt retains an overall sales lead against the Leaf, but Chevy's calendar year-to-date sales numbers are down 23.1 percent so far in 2014. Overall, Chevy's sales calendar YTD numbers were down just 7.7 percent, so the Volt is performing below average. Nissan gets new NA boss, lowered forecasts in management shakeup

José Muñoz, a Nissan and Infiniti sales and marketing vice president, will replace Colin Dodge as Nissan's new North America chief, come Jan. 1, as part of a wide-ranging management shuffle, Automotive News reports. Dodge will remain on Nissan's board, be assigned to special projects and report directly to CEO Carlos Ghosn.
Nissan is working on reorganizing its global operations into six regions, each with a new chief: North America (Muñoz' territory), Latin America, Japan-Southeast Asia, China, Europe and Africa-India-Middle East. Currently Nissan divides the globe into three regions, the Americas, Europe-Africa-India-Middle East and Asia-Pacific.
Nissan also lowered its sales forecast from 5.3-million vehicles to 5.2 million for the fiscal year ending on March 31, 2014. Last year, the company sold 4.914 million in the same period. In May, after Nissan's market share had fallen to 7.7 percent, Ghosn said he wants to double sales in the US by 2017 and increase its market share in the country to 10 percent.
