For car enthusiasts, the most exciting part of ringing in a new year is watching the list of import-eligible cars grow. Federal regulations make bringing a late-model car from Europe or Asia mind-bogglingly difficult, but these barriers fall as soon as a vehicle turns 25. There's no need to slash through a jungle of red tape; simply ship your dream forbidden fruit over, pay import duties, and in most states you're good to park a fresh import car in your garage. Of course, you need to locate any car you're considering importing, whether it's on this list of cars you can import in 2023 or not. A quick search of the internet will show that there are a lot of places that specialize in sourcing cars to import into the United States, and while we don't have any firsthand experience with any of them, we can point out a few well-known import car dealers, including some at auction. Duncan Imports and Classics bills itself as "America's Largest JDM Dealer" and keeps a large inventory of vehicles that have already been brought into the States. The Import Guys boast options to ship and finance worldwide, Davey Japan claims to have exported over 50,000 vehicles from Japan, and Goonet Exchange says it's operated by "Japan's largest used car information site." Japanese site Be Forward lists a staggering 10,949 online reviews at the time of writing with an average score of around 4.5 out of 5 stars. If your new year's resolution is to buy a car from overseas, here are some of the highlights from 2023's crop of importable cars. Keep in mind that some of these import cars were introduced in 1997 but didn't enter production until 1998, while others made their debut late in the year. And without further ado, here is a list of six cars that are eligible for import to the U.S. in 2023 that are worth noting. The 2018 Mitsubishi Outlander PHEV took a remarkably long time to get to the United States. It went on sale in Europe in 2013, and was originally planned to come to America the year after, but didn't arrive until late in 2017. Mitsubishi was also fortunate that, in the time it took to finalize the American model, the entry-level competition remained primarily sedans and sedan-like hatchbacks, with the exception of the Niro PHEV, a crossover smaller than Outlander, and closer to a traditional hatchback. So the question is, was it worth the wait, and is it worth considering against other plug-in hybrids? A mostly frugal and very smooth powertrain The big appeal of the Outlander PHEV is of course its plug-in hybrid powertrain. It comprises a naturally aspirated 2.0-liter four-cylinder, and two electric motors, one up front, one in the rear. This powertrain can function in three different ways. There's full electric mode, series hybrid mode (the gas engine acts like a generator, and propulsion is handled solely by the electric motor), and parallel hybrid (a clutch engages the engine to the front motor for additional propulsion assist). The Outlander switches automatically between these operational schemes depending on drive mode settings. For example, with a full charge you can press a button to keep it in EV mode, at least as long as there's enough battery power. Two other buttons can allow you to save the battery charge for use later, such as in town after a highway drive, and a charge button to replenish the battery level while driving. Because of this powertrain layout, the Outlander PHEV drives much like an all-electric car most of the time. It's nearly silent except when the engine kicks on, or when accelerating or decelerating hard. In the case of the latter, you can pick up a faint, futuristic whir from the motors. It feels very smooth thanks to a lack of transmission shifts. The throttle is responsive since there's no CVT adjusting ratios or a torque converter making responses a little slushy. And of course there's the instant torque that all electric motors provide, which makes the Outlander spunky around town. You can even adjust the strength of the battery regeneration by putting it from "D" for drive into "B." Then you can set the strength via the steering wheel paddles. Also impressive is the fact that the powertrain is still quite smooth and quiet when the engine fires up.

Tokyo court rejects Carlos Ghosn's bail request

TOKYO — A Tokyo court rejected former Nissan chairman Carlos Ghosn's latest request for bail on Tuesday, more than two months after his arrest. A statement from the Tokyo District Court announcing its decision gave no explanation for prolonging a detention of the 64-year-old executive, which has drawn international scrutiny of Japan's justice system. Ghosn had promised to wear an electronic monitoring ankle bracelet, give up his passport and pay for security guards approved by prosecutors in his latest attempt to gain release from a Tokyo detention center. His family said they will appeal. Ghosn has been in custody since Nov. 19. He had a bail hearing Monday. A Tokyo court rejected an earlier request for bail last week. Ghosn, who led Nissan Motor Co. for two decades, has been charged with falsifying financial reports in underreporting his compensation from Nissan over eight years, and with breach of trust, centering on allegations Ghosn had Nissan temporarily shoulder his personal investment losses and pay a Saudi businessman. Ghosn has said he is innocent, explaining that the alleged compensation was never decided, Nissan didn't suffer losses and the payment was for legitimate services. His wife, Carole Ghosn, appealed for his release through Human Rights Watch earlier this month, saying Ghosn's treatment has been harsh and unfair. Her views echo widespread criticism of Japan's criminal justice system both inside and outside Japan. Suspects who insist they are innocent get held longer. Suspects are held in a cell and routinely grilled daily by investigators without a lawyer present, although lawyers are allowed to visit. Ghosn's lawyer Motonari Ohtsuru has acknowledged Ghosn's release may not come until the trial, which may be six months away. A date for the trial has not been set. Nissan officials say an internal investigation has found that Ghosn had schemes to hide his income and that he used company money and assets for personal gain. A special committee Nissan set up after Ghosn's arrest to strengthen governance held its first meeting Sunday. Seiichiro Nishioka, a former judge and co-chair, told reporters after the meeting that Ghosn had shown questionable ethics, and too much power within the company had been focused in one person. The committee's findings are due by late March. Ghosn's pay was long a sticking point in Japan, where executives generally get paid far less than their American and other Western counterparts.
