California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. 2014 Mitsubishi Outlander unveiled with new look, standard seating for seven

The 2014 Mitsubishi Outlander wears the new face previewed at the Geneva Motor Show earlier this year, and adds a host of features on top of its seven standard chairs. Ditching the shark-nosed Lancer-inspired front has reduced drag, increased use of high-tensile steel means a 200-pound weight loss and the reworked 2.4-liter four-cylinder paired a CVT will all result in what Mitsubishi says is one of the most fuel-efficient vehicles in the seven-passenger segment. Looks-wise, around the rest of the vehicle come sharper sculpting and more character lines.
Reaching higher inside, the IP is now soft-touch, and a heavily restyled interior with woodgrain accents is more somber, but more elegant. Mod-cons have gone up a step, too: the 2014 Outlander getting a next-generation nav system, a power tailgate that can be opened from the driver's seat and safety tech like Lane Departure Warning.

8 automakers, 15 utilities collaborate on open smart-charging for EVs

We're going to lead with General Motors here. GM is one of eight automakers working with 15 utilities and the Electric Power Research Institute (EPRI) at developing a "smart" plug-in vehicle charging system. Why did we start with GM? Because it's the first automaker whose press release we read that mentioned the other seven automakers. Points for sharing. For the record, the collaboration also includes BMW, Toyota, Mercedes-Benz, Honda, Chrysler, Mitsubishi and Ford. The utilities include DTE Energy, Duke Energy, Southern California Edison and Pacific Gas & Electric. The idea is to develop a so-called "demand charging" system in which an integrated system lets the plug-ins and utilities communicate with each other so that vehicle charging is cut back at peak hours, when energy is most expensive, and ramped up when the rates drop. Such entities say there's a sense of urgency to develop such a system because the number of plug-in vehicles on US roads totals more than 225,000 today and is climbing steadily. There's a lot of technology involved, obviously, but the goal is to have an open platform that's compatible with virtually any automaker's plug-in vehicle. No timeframe was disclosed for when such a system could go live but you can find a press release from EPRI below. The platform will allow manufacturers to offer a customer-friendly interface through which PEV drivers can more easily participate in utility PEV programs, such as rates for off-peak or nighttime charging. The portal for the system would be a utility's communications system and an electric vehicle's telematics system. As the electric grid evolves with smarter functionality, electric vehicles can serve as a distributed energy resource to support grid reliability, stability and efficiency. With more than 225,000 plug-in vehicles on U.S. roads -- and their numbers growing -- they are likely to play a significant role in electricity demand side management.
