California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Nissan, Mitsubishi team up for $14,000 electric car

Last November, the Renault-Nissan Alliance and Mitsubishi announced a partnership to build some tiny electric vehicles for the Japanese market. Well, the partnership is going to build more than that (like the Nissan Dayz, pictured above in Roox form, and the Mitsubishi eK wagon), but we're most interested in the upcoming plug-in results. Those results are not here yet, but we now know that the 50-50 joint venture is moving forward and that the first "kei car" EV from the project is now due in fiscal 2016, according to the Nikkei Asia Review. The makers of the popular Leaf and i-MiEV electric vehicles say that the new small EV will be the cheapest EV on the market when its released, potentially priced at 1.5 million yen (around $14,700 US). Currently, the i-MiEV is the cheapest EV option in Japan, with a 2.5-million yen starting price (just under $24,500 US) before incentives. Taking a good $10,000 of the purchase price is likely more than enough to counter the smaller size and, perhaps, more limited amenities. Mitsubishi boss confirms new Mirage for US; i EV enduring dismal sales

By March, Mitsubishi expects to have sold just 55,000 cars in the US this fiscal year. That's a tiny sum - by comparison, Honda has sold over 276,000 Civic models thus far this year - and that's just one vehicle, not an entire brand. Mitsubishi president Osamu Masuko recognizes this is not a tenable position, and he's hoping the company will shift 80,000 units next fiscal year. Warding off speculation, Masuko has repeatedly stated that his company will not retreat from the US market like competitor Suzuki.
We reported on one part of Masuko's plan, the updated Outlander, and now he has confirmed that the small Mirage will be sold in the US beginning next September. The cut-price hatchback is selling well enough that Mitsu's Thailand plant is at its full capacity of 150,000 cars. "And even at that level it's not keeping up with orders," Masuko tells Automotive News. Masuko went on to say the plant would be expanded next year to handle an extra 50,000 units. We can also expect the Outlander plug-in early 2014.
