The controversy over Volkswagen's diesel emissions scandal isn't limited to the US. In Europe, where diesel engines are far more popular, the issue is shining a harsh light on the NEDC emissions test. As already known, the evaluation does a poor job of reflecting real-world production of NOx, and it appears a significant number of automakers are affected. The Guardian in the UK has been reporting on real-world test results from a company called Emissions Analytics. After the latest round of checks, vehicles from Mercedes-Benz, Honda, Mazda and Mitsubishi were found to generate far more NOx than they should. The newspaper also published similar results for Renault, Nissan, Hyundai, Fiat, Volvo, Jeep, Citroen, VW, and Audi. On average, the figures are about four times over the limit of producing the pollutant. Unlike VW and its defeat device, these automakers aren't actually breaking the rules. The vehicles perform up to the NEDC lab test for emissions, but those results simply aren't translated to the street. "The VW issue in the US was purely the trigger which threw light on a slightly different problem in the EU - widespread legal over-emissions," Nick Molden from Emissions Analytics said to The Guardian. A big fight to decide the future of this issue appears to be on the horizon. Automakers claim that they can't meet the next round of tightening emissions regulations and are asking for compromises. Although, spokespeople for Mercedes and Honda told The Guardian that the brands would be in favor of the stricter rules. Meanwhile, some European governments began backtracking their support of diesels well before this scandal came to light. The added scrutiny certain hasn't helped the future of the oil-burner. Mitsubishi bringing Concept XR-PHEV II to Geneva

Head to the Geneva Motor Show this year and you'll see what could very well be the next production Mitsubishi. Though dubbed a "concept," the XR-PHEV II is clearly closer to being ready for production than the first XR-PHEV concept it showcased in Toyko back in 2013. Spindly as they may be, this one actually has side mirrors, the bodywork is a little toned down compared to the previous concept, there are actual openings in the grille, and you can actually see what looks like a functional interior through the windows. Overall the shape of this urban crossover looks promising, reminding us a bit of the Lamborghini Urus concept crossed with a Lancer Evo. But at least as important is what's under the hood. That's where Mitsubishi has placed its latest plug-in hybrid powertrain. The system includes an electric motor good for 160 horsepower, juiced by a 12-kWh battery. Strangely, the Japanese automaker hasn't specified what it's mated to, exactly, except to say that it's a MIVEC engine – those being the letters Mitsubishi uses for its variable valve timing system and utilized on gasoline and diesel engines ranging from 1.0 to 3.8 liters and from three cylinders to six. The previous concept, however, utilized a 1.1-liter turbo three with 134 hp on tap. The system is estimated to achieve very low CO2 emissions of below 40 g/km, among the lowest of any PHEV, while also delivering gutsy and smooth performance with excellent response with its 163PS electric motor.

The 2018 Mitsubishi Outlander PHEV took a remarkably long time to get to the United States. It went on sale in Europe in 2013, and was originally planned to come to America the year after, but didn't arrive until late in 2017. Mitsubishi was also fortunate that, in the time it took to finalize the American model, the entry-level competition remained primarily sedans and sedan-like hatchbacks, with the exception of the Niro PHEV, a crossover smaller than Outlander, and closer to a traditional hatchback. So the question is, was it worth the wait, and is it worth considering against other plug-in hybrids? A mostly frugal and very smooth powertrain The big appeal of the Outlander PHEV is of course its plug-in hybrid powertrain. It comprises a naturally aspirated 2.0-liter four-cylinder, and two electric motors, one up front, one in the rear. This powertrain can function in three different ways. There's full electric mode, series hybrid mode (the gas engine acts like a generator, and propulsion is handled solely by the electric motor), and parallel hybrid (a clutch engages the engine to the front motor for additional propulsion assist). The Outlander switches automatically between these operational schemes depending on drive mode settings. For example, with a full charge you can press a button to keep it in EV mode, at least as long as there's enough battery power. Two other buttons can allow you to save the battery charge for use later, such as in town after a highway drive, and a charge button to replenish the battery level while driving. Because of this powertrain layout, the Outlander PHEV drives much like an all-electric car most of the time. It's nearly silent except when the engine kicks on, or when accelerating or decelerating hard. In the case of the latter, you can pick up a faint, futuristic whir from the motors. It feels very smooth thanks to a lack of transmission shifts. The throttle is responsive since there's no CVT adjusting ratios or a torque converter making responses a little slushy. And of course there's the instant torque that all electric motors provide, which makes the Outlander spunky around town. You can even adjust the strength of the battery regeneration by putting it from "D" for drive into "B." Then you can set the strength via the steering wheel paddles. Also impressive is the fact that the powertrain is still quite smooth and quiet when the engine fires up.
