Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. Fiat Chrysler Automobiles (FCA) offered no comment in response to the accusations. Read more from Reuters. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Japan readying first stealth fighter for 2016 test

The nation of Japan is somewhat unique in terms of the world's militaries. Following its loss in World War II, the country was stripped of its ability to wage war, and its military was reestablished nearly a decade later not as an aggressive force but as a self-defense force. Today, the Japanese constitution forbids the country from maintaining anything but its Ground, Maritime, and Air Self-Defense Forces. Since Prime Minister Shinzo Abe first took office in September 2006 and continuing in his second term, which began in late 2012, Japan's military has seen something of a renaissance. Earlier this year, the country's legislature officially approved a new law that allowed Japan to use its military in international conflicts, even if there's no direct threat to the Home Islands. And even earlier still, Japan announced a desire to increase its drone capability. Now, like the US, Russia, and China, the country is preparing its own stealth fighter. Slated to take to the skies for its maiden flight in early 2016, the Advanced Technology Demonstrator X is a Mitsubishi-built plane that looks like the lovechild of an F-22 Raptor, an F-16 Falcon, and an F/A-18 Hornet. According to the attached video from Bloomberg, the ATD-X carries all the stealth fighter hallmarks. Its shape is designed to minimize its radar cross-section, while the body is coated in radar-absorbent material. And of course, the weapons systems are stored within underbelly bays. But why is Japan even testing it, especially when you consider the company placed an order for 42 F-35 Lightning IIs way back in 2011? Well, for one, it's going to be a lot more affordable than the F-35, which is the single most expensive weapons platform in human history. Where individual F-35s cost around $100 million, depending on what source you're looking at, Bloomberg reports that the ATD-X could be developed for just $324 million. Even if there are some utterly absurd cost overruns and the per-unit cost is closer to astronomical than affordable, putting together a fleet of production ATD-X's is probably going to be cheaper overall. Mitsubishi prices 2014 Outlander from $22,995*

Mitsubishi will gladly sell you a 2014 Outlander ES for $22,995, excluding an $835 destination fee. Buyers can step up to the middle-tier Outlander SE for $23,795, or around $200 less than last year. That stack of cash will net you 18-inch aluminum wheels, a 6.1-inch LCD information display, dual-zone climate control and other goodies. Somewhat more impressively, Mitsubishi has cut the price tag for the Outlander GT by $800. That machine will run you $27,795, and throws in a more potent V6 engine, the company's Super All-Wheel Control system and HID headlamps.
The 2014 Outlander bows with an all-new exterior design, and base models receive a 166-horsepowr 2.4-liter four-cylinder paired with a continuously variable transmission and an all-wheel-drive system.
