California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Bhutan asks Nissan, Mitsubishi for help with massive EV-only plan

Originally, the somewhat modest plan was to introduce 2,000 electric vehicles to the capital of Bhutan. Then things got bigger when Renault-Nissan CEO Carlos Ghosn paid the country a visit and the Prime Minister of Bhutan, Tshering Tobgay, said his country, "will commit to a program to achieve zero emissions as a nation by a certain target date." Now we're approaching "holy huge" territory. Last week, Tobgay visited Japan to ask Nissan and Mitsubishi for help in possibly replacing every combustion vehicle with an all-electric option. "Gasoline is expensive and unfriendly to the environment." – Bhutan's Prime Minister At the very least, Bhutan wants to make more eco-friendly vehicles available. Tobgay told AsiaNews that, "Gasoline is expensive and unfriendly to the environment. Sustainable transportation will bring citizens happiness," which is something that a country that measures its Gross National Happiness is eager to track. Switching to electric vehicles makes complete sense in Bhutan, since the mountainous Asian nation produces more renewable hydro-electricity than it can use. Ninety-five percent of the zero-emission energy is exported to India, and Bhutan uses the profits to buy fuel from India to then power its vehicles. Mitsubishi Pajero successor still years away, but plug-in hybrid tech likely

You might not know it from looking at today's Mitsubishi showrooms, but the struggling Japanese automaker has a pretty enviable reputation for producing robust off-roaders. Its Pajero SUV built a solid reputation worldwide on the back of its durability in harsh climates, earning it consideration alongside the likes of venerable explorers like the Toyota Land Cruiser and Land Rover Range Rover. Unfortunately, the Pajero eventually succumbed to one particularly harsh climate - the North American truck market. After enjoying a long run, Mitsubishi finally pulled the plug on the SUV's Montero twin after the 2006 model year. Blame evolving consumer tastes, low brand visibility, a lackluster marketing budget, or the need for updated product - in fact, go ahead and blame all of the above.
Despite its age, the current fourth-generation Pajero (itself arguably an extensive rework of the previous model) has been carrying a lot of water for the brand in other parts of the world since its debut in 2006. So it's pretty well time for a new one. Problem is, its replacement is still a ways off. That's according to Australia's Go Auto, which has learned that the next-generation Pajero could still be three years away, if not longer.
According to Go Auto, the next model will be a much-changed beast, with design targets including a major weight loss and increased efficiency to go along with more luxurious appointments. In order to make gains in fuel economy, the plug-in hybrid technology that the company has already introduced for its new Outlander crossover will likely be a part of the SUV's development program.
