$99/month EV lease deals still out there, in some places

Has the electric-vehicle market really gotten to the point where folks can take out a lease for less than C-note per month? Yes, if you're interested in a Mitsubishi i of Smart ForTwo EV, Plug In Cars has found. As Mitsubishi prepares to bring in the 2015 model-year version of the i, it's unloading some of the 2013s for as little as $69 a month in some areas, bringing in a bit of deja vu for those who remember the $69 monthly lease rate some Mitsubishi dealers were asking for early last year. Meanwhile, a Smart EV can be had for $99 (discounted from $139 a month), with a $900 down payment, at at least one Connecticut dealership. Moving up to $139 a month could get you into a new Nissan Leaf, albeit with a honking' down payment of about $6,600. Chevrolet Spark EVs can be found in California and Oregon for as little as $199 a month. And both the Fiat 500e and Honda Fit EV can be found at some dealerships with lease rates in the mid-two-hundreds per month. The upper end of the plug-in scale - a Tesla Model S - still runs north of $1,000 a month (before you apply Tesla's various calculations to get to their "effective monthly cost"). But when you can afford to drive a Tesla, who's really counting? Japan plans real-world diesel emissions test after companies fail

Japan's transport ministry plans to start real-world diesel emissions tests after an experiment found four models from Toyota, Nissan, and Mitsubishi that produced more nitrogen oxide (NOx) emissions than the nation's rules allow, according to The Japan Times. Regulators there usually only perform emissions checks in the lab. The VW diesel scandal has everyone double-checking their figures. Diesel versions of the Toyota Hiace van, Land Cruiser Prado, and Nissan X-Trail produced up to 10 times more NOx than allowed. The Mitsubishi Delica D:5 was up to five times over the limit, The Wall Street Journal reports. There was no evidence of defeat devices in the vehicles. Mazda performed well in the experiment, though. The CX-5 passed with nearly the same results on the road and in the lab. The Demio, better known as the Mazda2, did nearly as well with only slighter higher figures in the real world than in the controlled setting. The experimenters theorized the reason for the excessive emissions was that cold weather caused the engines' software to shut off the exhaust gas recirculation to prevent damage, according to the WSJ. However, this behavior also increased NOx production. Toyota, Nissan, and Mitsubishi don't have to worry about punishment from the transport ministry because this check was just an experiment. Their models already passed the mandated lab tests, which was the only requirement, according to The Japan Times. As governments begin greater real-world emissions tests, the results suggests diesels aren't very clean. A recent check in France found models from Ford, Renault, and Mercedes-Benz that didn't perform up to the standards. Regulators in India conducted similar evaluations and ordered VW to recall over 300,000 vehicles. Related Video:

The fourth and final practice day of the 91st Pikes Peak International Hill Climb is complete. Tomorrow everyone will make any last-minute adjustments and get their cars, their bits and bobs lined up in the pits for Sunday morning's this-time-it-counts run.
The Unlimited runners took on the top section of the course today, Sébastien Loeb and his big-mouth Peugeot acing the practice test again with a time of 2:11. Rhys Millen's team proved its got the engine issues of two days ago in the Hyundai PM580T sorted out, posting the next-best time at 2:27.16. The reason we had to dip all the way into the hundredths for his time is because he nipped Romain Dumas by just .31 of them, the Frenchman in the Norma M20FC PP running the course in 2:27.47. In fourth came the Frenchman in the monster Mini, Jean-Philippe Dayraut six seconds back at 2:33.
Time Attack competitors, also on the upper section, were led by Paul Dallenbach in the Hyundai Genesis Coupe with a time of 2:36, Porsche pilot Jeff Zwart crossing the line six seconds later at 2:42, fellow Porsche driver David Donner coming in another six seconds back at 2:48. Dallenbach has topped three of the four practice-day sessions, sliding into the second spot behind Donner only on Practice Day 2.
