Recharge Wrap-up: Japan supports hydrogen, Fools against fuel cells, BlueIndy controversy

Japan hopes to expand the use of hydrogen energy by subsidizing fuel cell vehicles, according to The Japan News. The trade ministry plans to include the subsidies in its 2015 budget to coincide with the expected launch of Toyota's Fuel Cell Vehicle and the Honda FCEV hydrogen car. By jump-starting purchases of hydrogen cars, Japan hopes that innovation and mass-production will get a boost and the cost of fuel cell vehicles will be competitive with gasoline-powered models by the year 2025. Japan plans to have 100 hydrogen fueling locations operating by March 2016, and wants to halve the cost of building those stations by 2020. The amount of the subsidies has not yet been set. Investing website The Motley Fool isn't quite as optimistic as Japan about hydrogen cars, and is instead bullish about Tesla Motors. The Fool points to Tesla's strong stock performance, and predicts future growth will come from more car models in the future - starting with the Model X - as well as the company's proposed Gigafactory for manufacturing batteries. If Tesla's charging technology continues to catch on, that only improves its financial prospects. The article has some harsh words, however, for hydrogen: "Fuel cells are an inferior automotive technology and for fundamental efficiency, cost, and infrastructure reasons always will be mere compliance gimmicks." Yeesh. As part of a program to build charging stations for the Indianapolis EV carsharing service BlueIndy, utility company Indianapolis Power & Light (IPL) wants to raise its electricity rates an average of 44 cents a month per residential customer to help pay for its share of the project. State consumer advocacy agency Indiana Office of Utility Consumer Counselor and consumer watchdog group Citizens Action Coalition oppose the plan, according to Greenfield, Indiana's Daily Reporter. The BlueIndy program, which is a partnership between the city of Indianapolis and battery manufacturer Bollore Group, will provide up to 500 cars for rent at 25 charging sites around the city. Those who oppose the rate hike call IPL a monopoly and say the amount of the increase is not allowed under state law and that the program wouldn't benefit working class and low-income citizens. A hearing regarding IPL's proposal is scheduled for July 23. A Mitsubishi Outlander PHEV will run the 2014 Asia Cross Country Rally, Hybrid Cars reports. The rally covers 1,367 miles of woods, swamps and mountains from Thailand to Cambodia.

Even Ferrari swept up in latest Takata recall expansion

The scope of Takata's deadly airbag problems continues to widen. Eight manufacturers announced recalls Friday that affect more than 12 million vehicles, according to documents filed with federal regulators. The automakers include Honda, which is recalling 4.5 million units, Fiat Chrysler with 4.3 million, Toyota with 1.65 million, and Subaru, which is recalling almost 400,000. Some of these cars include the Saab 9-2x and Pontiac Vibe that Toyota and Subaru made for General Motors. Mazda will recall 730,000 vehicles and Nissan has 400,000 affected units. The smallest numbers were posted by Mitsubishi, with 38,000 Lancers manufactured from 2006 to 2007, and as a noteworthy high-end manufacturer, Ferrari is calling back 2,800 vehicles. These are all US-market cars. Beyond America, the Japanese Transport Ministry has announced seven million additional vehicles will be recalled, which means 19.6 million vehicles across the globe are affected by recalls announced. The defects have been traced to an insufficiently manufactured airbag inflator, which lacks a drying agent that would prevent the inflators from deteriorating over time. Thirteen deaths have been linked to the faulty airbags, which have become unstable and are prone to exploding and showering vehicle occupants with lethal amounts of metal shrapnel. A private equity firm, KKR & Co., has been named in a possible buyout of the struggling Takata. 2016 Mitsubishi Lancer adds features, loses Ralliart

The Mitsubishi Lancer Evolution may be going away, but the base car is sticking around for the foreseeable future, as evidenced by a host of changes for the 2016 model year. The same basic look has been updated with a bolder front bumper that features vertical LED accents. The rear end, though, looks totally free of any significant changes. The profile gets some small updates, including mirrors with integrated turn signals and a flashy (optional) set of 18-inch wheels. The Lancer's cabin gets a similarly modest array of upgrades, including standard USB connectivity in a redesigned center console, standard display audio, and a redesigned, optional infotainment system. In addition to the new standard features Mitsu will offer a color LCD display in the instrument cluster, the LED running lights, and automatic air conditioning on the base ES trim. Mechanically, Mitsubishi has expanded the availability of its snappy All-Wheel Control all-wheel-drive system. Not only will it be offered on as standard on the carried-over SE and new SEL trim, but it can be snagged as an option on the base ES trim. All AWD-equipped cars will feature the same CVT8 offered on the Outlander Sport and Outlander, although front-drive trims, the base ES, and the more aggressively styled GT, will offer a five-speed manual as standard. Despite the new CVT, the engine lineup is unchanged for 2016, with the base ES using a 2.0-liter, 148-hp four-cylinder, while all other trims get a more robust, 168-hp, 2.4-liter mill. And now, the bad news. Just as there will be no more Lancer Evolution, Mitsubishi has dropped the lukewarm Lancer Ralliart. Slotting in between the Evo and the Lancer GT, the Ralliart offered all-wheel-drive, turbocharged power, and the Evo's dual-clutch transmission, along with a dose of its big brother's style. Prices get a tiny bump for 2016, with the Lancer's base price jumping up $200, to $18,405. Adding a CVT increases the price by $1,000, while all-wheel drive requires another $400. The AWD-only SE starts at $21,805, while the SEL demands another $1,000. Finally, the top-end GT starts at $23,305 for a five-speed stick, or $24,305 for the CVT model.
