The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) program is creating demand for EVs. $1 million has been set aside for rebates ranging from $750 to $3,000 per car, depending on battery size (in addition to federal incentives). Dealers also get an incentive of $150 to $300 per vehicle to help motivate them to promote EVs. "This is the type of program that can be a win-win-win for the state, auto manufacturers, dealers and consumers," says Chevrolet dealer Leo Karl, who has seen a jump in demand for the Volt under the CHEAPR program. As Mitsubishi makes some changes, including plans to ditch its Normal, IL assembly plant, the company's future in the US is being called into question. The new date for the plug-in hybrid version of the Outlander comes after multiple delays. Mitsubishi also plans to offer a 2016 model of the i-MiEV despite slowing sales. The revamp includes informative interactive displays and a heavier emphasis on Tesla merchandise sales. The displays provide information about safety, Autopilot technology, the charging network, electric motors and other information to help familiarize customers with Tesla. The Tesla Design Collection - which includes luggage, apparel and other gear - also helps position Tesla as a luxury lifestyle brand, rather than just a mere automaker. Expect the stores to be continually updated over time. "Tesla is able to pivot in their stores the way they release new software," says Cadent Consulting Group's Ken Harris. Autocar is reporting that the upcoming SUV from Jaguar could spawn a whole family of vehicles, including an all-electric version. Jaguar has registered the trademark for the EV-Type name, and that vehicle would likely be built at the Magna Steyr factory in Graz, Austria. An Oregon woman took her 2001 Mitsubishi Montero to Steve's Imports in Portland to have the emissions system fixed; the business, however, is a repair and body shop that doesn't appear to specialize in emissions. After paying $2,299.05 for the fix she got a call from the shop informing her that a repairman had been caught on camera running a red light, so she should expect a ticket. When the ticket came, the image with it was the one above, taken at 2:59 AM. The shop's owner, Steve Spinnett, said the man in the car is his son, Tommy Spinnett, who is the shop foreman. The woman is a "family friend" that Tommy was picking up from a concert. Steve told KVAL news that his son had the car all weekend to put it through a drive cycle, and that the shop doesn't charge for drive cycles done after hours. Even if all of that is true, drive cycles don't take a whole weekend - a thorough emissions-test drive cycle can be done in a couple of hours. And then there's this: the owner needed to pass the emissions test to get new license plates; the ones on the vehicle that Tommy drove over the weekend were expired. We've written about some egregious instances of customer abuse at the hands of dealership and repair shops, but this isn't one of them. Ukraine orders 651 Mitsubishi Outlander PHEVs for national police

While Mitsubishi has seen happier times – with lagging North American sales and a recent fuel economy scandal – there's still at least one ray of hope for the Japanese automaker. Its plug-in hybrid version of the Outlander is quite popular in many markets, and it's about to get a whole lot more popular in another one. The Ukraine has placed an order for 651 Mitsubishi Outlander PHEVs for use by its national police force. Ukraine's Minister of Internal Affairs, Arsen Avakov, first announced the news on Twitter, and linked to a statement going into more detail. As part of a plan emerging from the Kyoto Protocol, the Natspolitsiya (as the police force is called) are ditching their aging, Russian-made UAZ and AvtoVAZ vehicles for the greener option from the less-at-war-with-them Japan. The Outlander PHEV, which was refreshed for the 2017 model year, is powered by a 2.0-liter, four-cylinder engine as well as two electric motors. Its 12-kWh battery provides about 22 miles of real-world, all-electric driving range. It's quite popular in Europe, so we might want to pay attention, as it will arrive in the US later this year. "So, gentlemen, Ukrainian policemen! You will receive 651 new and unique modern powerful eco-friendly hybrid crossover Mitsubishi Outlander PHEV," says Avakov in his statement. "The people of Ukraine hopes that you will be worthy of this innovation! Serve with honor!" No pressure.
