Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. Mitsubishi debuts Concept CA-MiEV, a new suburban EV with a 186-mile range

Mitsubishi is stretching the electric jellybean. For years, the i-MiEV was regular presence at Mitsubishi's auto show booths around the world, and the car rightfully earned its nickname because of its rounded shape. Today, at the Geneva Motor Show, Mitsubishi finally unveiled a version of the i-MiEV that looks much more more at home among the alternative-powertrain car fleet of the near future.
But there's more being elongated here than just the shape. The official range of the standard i (as the i-MiEV is known in the US) is 62 miles. The Concept CA-MiEV - where the CA stands for Compact and Advanced - is supposed to be able to go 300 kilometers (186 miles) from a 28-kWh lithium-ion battery and lightweight 80-kW motor/inverter/charger unit. This is kind of astonishing, given the range estimates of other compact and midsize EVs on the market today - most are in the 80-100-mile range. Of course, the specific test used to get the 186-mile result matters, too, since the regular i received 98 miles on the LA4 driving cycle range. The US-i has a 16-kWh pack.
The increased distance means that Mitsubishi is talking about the Concept CA-MiEV as the "suburban EV," with enough range for "about one week of driving for an average European driver." If you need more, Mitsubishi hints that the flat battery pack leaves room for a range-extender. Add in convenience features like WiTricity wireless charging and the ability for the car to send an emergency email if it's stolen, and you've got the commuting vehicle of the future. With a coefficient of drag of just 0.26 and boomerang lights, of course.

Toyota will begin selling its hydrogen fuel cell vehicle (FCV) in Japan in December. The US and Europe can expect to see the car become available next summer. The FCV, which will likely be called "Mirai" (meaning "future") in Japan, is ready for production ahead of its initial deadline at the end of the fiscal year in March. Toyota planned for annual production of 700 units, but might increase output to meet higher-than-expected demand, which is currently nearing 1,000 units. The cars will mostly be sold in the four cities where a hydrogen fueling infrastructure is already being put in place: Tokyo, Nagoya, Osaka and Fukuoka. Read more at Nikkei Asian Review. Nissan is testing the Leaf EV as part of an energy management system including "Leaf to Home" technology. The system allows the Leaf to help support the power grid during peak energy usage, or provide backup power to a home or building during outages, particularly in emergencies like natural disasters. Using the Leaf's battery to provide electricity during peak hours would lessen the demand on the grid and make the system work more efficiently. Furthermore, if consumers are compensated for the energy saved by using the Leaf for power during periods of high demand, it could encourage more people to adopt the EV. Scientists at Stanford University have developed a lithium ion battery that can warn users before it overheats. A thin layer of copper between the anode and the layer separating the anode from the cathode acts as a sensor. When it detects lithium buildups from overcharging are approaching the separator, it sends an early alert long before it gets to a point where it would cause a short (which could lead to a fire).
