Tokyo court rejects Carlos Ghosn's bail request

TOKYO — A Tokyo court rejected former Nissan chairman Carlos Ghosn's latest request for bail on Tuesday, more than two months after his arrest. A statement from the Tokyo District Court announcing its decision gave no explanation for prolonging a detention of the 64-year-old executive, which has drawn international scrutiny of Japan's justice system. Ghosn had promised to wear an electronic monitoring ankle bracelet, give up his passport and pay for security guards approved by prosecutors in his latest attempt to gain release from a Tokyo detention center. His family said they will appeal. Ghosn has been in custody since Nov. 19. He had a bail hearing Monday. A Tokyo court rejected an earlier request for bail last week. Ghosn, who led Nissan Motor Co. for two decades, has been charged with falsifying financial reports in underreporting his compensation from Nissan over eight years, and with breach of trust, centering on allegations Ghosn had Nissan temporarily shoulder his personal investment losses and pay a Saudi businessman. Ghosn has said he is innocent, explaining that the alleged compensation was never decided, Nissan didn't suffer losses and the payment was for legitimate services. His wife, Carole Ghosn, appealed for his release through Human Rights Watch earlier this month, saying Ghosn's treatment has been harsh and unfair. Her views echo widespread criticism of Japan's criminal justice system both inside and outside Japan. Suspects who insist they are innocent get held longer. Suspects are held in a cell and routinely grilled daily by investigators without a lawyer present, although lawyers are allowed to visit. Ghosn's lawyer Motonari Ohtsuru has acknowledged Ghosn's release may not come until the trial, which may be six months away. A date for the trial has not been set. Nissan officials say an internal investigation has found that Ghosn had schemes to hide his income and that he used company money and assets for personal gain. A special committee Nissan set up after Ghosn's arrest to strengthen governance held its first meeting Sunday. Seiichiro Nishioka, a former judge and co-chair, told reporters after the meeting that Ghosn had shown questionable ethics, and too much power within the company had been focused in one person. The committee's findings are due by late March. Ghosn's pay was long a sticking point in Japan, where executives generally get paid far less than their American and other Western counterparts.

Navigant Research expects electrified vehicles (including hybrids, plug-in hybrids and battery electric vehicles) to reach 6 million sales in 2024. That's up from 2.6 million sales in 2015. About half of those sales will be plug-in vehicles in 2024, up from 19 percent in 2015. To make its predictions, Navigant took into account automaker strategies, concept vehicles, regulations and incentives, electricity and oil prices, and charging infrastructure expectations over the 10-year timetable. Navigant also says that despite the massive changes in the last five years, the next five years will be "even more impactful to the global automotive and energy industries." While the nation used 291 to 317 million gallons in 2015, consumption levels for 2016 could surpass 2 billion gallons, depending on blending regulation enforcement. Indonesia raised the minimum biodiesel content in diesel fuel from 10 to 15 percent in 2015 while increasing biofuel subsidies. It will raise the blend minimum to 20 percent for 2016, and plans to increase it to 30 percent in 2020. Read more at Business Recorder. Scotland's national newspaper, The Scotsman, has awarded the title of Plug-In Vehicle of the Year to the Mitsubishi Outlander PHEV. The paper praised the car for its ability to live up to its "ecocredentials," as well as its all-around practicality. During its long-term test, Scotsman staff enjoyed using the 32.5 miles of electric driving range to commute to and from work. The Scotsman's Steven Chisholm called the Mitsubishi Outlander PHEV, "an exciting prospect for anyone looking for an SUV that's easy on the wallet as well as the environment." Mitsubishi Outlander PHEV production restarts after five-month delay

Back in March, production of both the Mitsubishi Outlander plug-in hybrid and the all-electric i-MiEV ground to a halt over a pair of incidents where overheated lithium-ion batteries caused vehicle fires. Following the rocky start, The Japan Times is reporting that production of the Outlander PHEV has recommenced following the five-month stoppage.
The battery fires were tracked down to a supplier issue before more than 4,300 vehicles were recalled in June, but Mitsubishi received heavy criticism from the Japanese government for the delayed recall. According to the report, though, that hasn't slow down enthusiasm for the plug-in crossover - Mitsubishi has received close to 18,000 for the Outlander PHEV. To keep up with demand, the automaker is planning to double production to 4,000 units a month.
