NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." It needs to be said: Mini using the Countryman as their World Rally Championship racer's bodystyle of choice has done them no favors on the marketing front. And that's what it's all about in motorsports these days: marketing and image. We have just driven the 2014 Mini John Cooper Works Paceman All4 through Frankfurt's surrounding rural areas, and even in thick snow where few souls dared to tread, it has singularly rekindled some faith in the John Cooper Works sub-brand - a glorious name whose credibility has been threatened by portly and somewhat pointless products like the JCW Countryman.
The JCW Paceman is a little quicker than its Countryman relative, a little lighter, hunkered down lower, and better looking. We can't say we're crazy anymore about the stock Chili Red details and black exterior they keep showing us at these launches, but that's just paint. Then there's that projected pricing of $36k-plus that puts us on the verge of yelling "¡No mas!" But the All4 system on our 215-horsepower Paceman worked extremely well when paired with a set of exceptional Pirelli Sottozero Winter 210 Serie II tires (sized 205/55 R17 91H all around). The combination of all-wheel drive and good rubber encouraged us to gradually up the average speed and enthusiasm the further we drove along.

Every year automakers go out of their way to come up with gags for April Fools' Day. Sometimes the jokes fall flat, but occasionally a company really nails it with an idea that we'd actually love to see. Rather than scouring the Web for all of these stunts, you can find some of our favorites right here. Morgan MOGrod The Morgan Motor Company's MOGrod is one of our favorite April Fools' jokes so far this year because it's a car we wish could be real. The company says on Twitter that the retro hot rod uses a 3.7-liter Ford V6, and there are already 250,000 preorders, which is a play on the huge number of reservations for the Tesla Model 3. Morgan took the joke even further by sketching a landspeed record version for the Bonneville Salt Flats. Mini Scissor Doors The people at Mini apparently have a lot of free time because the company has two gags this year. The first is the scissor door option. The idea cleverly plays on the myriad ways customers can customize their Mini, but this solution doesn't look like anyone could easily enter the car due to the way these doors open. Mini Hipster Hatch There's also the Hipster Mini, which is a much funnier idea. This fictional hatchback would be perfect for fashionable Millennials thanks to features like Instagram-filter windows and a fixed-gear drivetrain, which limits the top speed to 25 miles per hour. The interior uses stonewash denim upholstery and packs a twin-deck cassette player. Skoda Dog Umbrella People love dogs, and owners know that a wet canine can be a mess. Skoda is ready to tackle this problem with an umbrella for your mutt. Made from unobtainium, the gadget hides in the door when not in use, but when raindrops start falling, people can keep their pup dry. Skoda Snowman Skoda's Facebook page also teases us with a very cool vehicle. The Snowman is a 396-horsepower plug-in hybrid snow machine. With its tracks, the company's newest model would never have to worry about getting stuck in the winter. Opel Adam C Sure, electricity and hydrogen are cleaner forms of fuel than gasoline or diesel, but Opel has a way to make your car even more environmentally friendly – muscle power. Wind up the crank at the rear for 15 minutes, and the Opel Adam C is good for 125 miles. GM's European division also claims that owners get a great workout because a full winding session burns 400 calories. You wouldn't feel guilty about picking up that pizza after cranking up this hatchback.
