NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." 2020 Mini Cooper SE gets a range estimate for America, and it's not great

After getting output and pricing details on the 2020 Mini Cooper SE electric hatchback over the past few months, we now get the critical range part of the equation, and it's disappointing. Mini only estimates 110 miles on a charge for the SE. That number isn't final, as the EPA hasn't published its official number, but we wouldn't expect it to go up or down by much. This number is also lower than the European estimate of 146 to 168 miles, but we were expecting a lower range for the States, if not quite that low. This means that the Mini Cooper SE will have a significant range disadvantage against similarly-priced competitors such as the Nissan Leaf and Hyundai Ioniq Electric. Both have base prices only a few hundred to a thousand dollars more than the Mini. The Leaf has a range of 150 miles, and the Ioniq's range has been boosted to 170 miles. Both cars are significantly less powerful, though, with the Leaf making 147 horsepower, and the Ioniq making 134 horsepower. The Mini Cooper SE's electric motor sends 181 horsepower and 199 pound-feet of torque to the front wheels. Besides the range estimate, Mini has revealed more details about trim levels and equipment. The base trim is called Signature and starts at $30,750. It includes a 6.5-inch infotainment display with Apple CarPlay, heated seats, LED lights and a new instrument panel screen, instead of an analog dial. In the middle is the Signature Plus at $34,750, and it adds parking sensors, sunroof, power-folding mirrors, extra ambient lighting and an upgraded sound system. Both of these trims are available in five colors including black, white, gray, red and green. The top level is the Iconic, which starts at $37,750 and further adds some interior trim and a larger 8.8-inch infotainment system with navigation. It gets a sixth color option of a dark blue, as well. The Mini Cooper SE will be eligible for the full $7,500 federal EV tax credit, as well as local tax incentives, so that will of course bring the final price down.

New Mini Countryman shows its big bones

The latest crop of Mini models are larger than their predecessors, and these spy shots let us check out the upcoming Countryman, which could be the biggest vehicle from the diminutively named brand yet. This test car drops some camouflage from the previously spied examples, which gives us a much better look at the new design. Up front, the swirling camo panels do nothing to hide the Countryman's broad, mesh grille, and you can easily make out the shape of the oval headlights. These shots offer a clear look at the lower air dam, with round foglights flanking the central intake. At the rear, the Countryman gets Mini's traditional big taillights, and the exhausts poke out from each corner of the bumper. The next-generation Countryman grows longer and wider to increase interior volume, but the crossover rides on BMW's UKL platform like the rest of Mini's latest vehicles. We also anticipate it to share the same choices of three- and four-cylinder turbocharged engines. Like the recently revealed Clubman All4, expect all-wheel drive as an additional option. After the launch of the standard version, which could happen at the Paris Motor Show in October, the brand likely plans to fill out the Countryman range with a performance-oriented John Cooper Works variant and a greener plug-in hybrid model.
