Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Porsche tops JD Power APEAL study for 12th time

JD Power's 2016 Automotive Performance, Execution, and Layout (APEAL) study hasn't changed much this time around with Porsche coming in at No.1 for the 12th consecutive year, while BMW was close behind in second. Jaguar and Mercedes-Benz tied for third with Land Rover, Lexus, and Lincoln tied for No.5. The APEAL Study, according to JD Power, measures owners' level of excitement and emotional attachment across 77 parameters. Brands and cars are rated on a 1,000-point scale. The study found that new cars with modern safety features including low speed collision avoidance and blind spot monitoring have higher APEAL scores than vehicles without the features. The overall industry score increased from 798 to 801, which JD Power claims was helped by the launch of a variety of new vehicles. This year, 22 out of 30 new or redesigned cars received a higher score than the vehicle's respective segment average. Porsche is once again at the top of the list as the automaker's score increased by three points to 877. BMW outscored Jaguar to take second place with a score of 859, while the British automaker dropped three points from last year with 852 points. Volkswagen overtook Mini to become the top-ranked non-premium brand with 809 points, while the latter automaker trailed behind by one point. At the end of the scale, Smart came in at the very bottom for the second year in a row with a score of 745 points, which represents an increase of 62 points over last year. Fiat's score increased by six points to 755, but still confined the automaker to second-to-worst place for a consecutive year. Mitsubishi's score increased to 770, up from 755, to become the fourth-worst brand, while Jeep fell to third-worst with a decrease in seven points to 756. General Motors received six segment-level awards, followed by Hyundai with five, and BMW and VW earning four apiece. Surprise segment victories include the Chevrolet Camaro, which outscored the Dodge Challenger, and the Lexus RC which ranked above the BMW 4 and 3 Series. Mini USA will temporarily stop importing manual transmissions

Emissions certification woes strike again, this time at Mini. The U.S. arm of Blighty's iconic car company has had to temporarily put a stop to importing any models with manual transmissions beginning with July production, which is when BMW typically begins rolling the new model year down assembly lines. According to MotoringFile, calibration testing for the six-speed manual is taking longer than expected. The outlet guesses the interruption will conclude by September, because it has "seen these type of delays in the past and they've lasted from 1-4 months." It has queried the brand's head of communication, who said, "As much as we at MINI USA would like to have a definitive timeline, it would be too early to say." The spokesman did, however, say that Mini remains committed to the manual gearbox. That comes in contrast to Toyota's recent breakdown of manual take-rates across a range of vehicle types, Hyundai jettisoning the manual on the 2020 Elantra, and stalwart enthusiast rides like the Ford Mustang Shelby GT500 and Chevrolet Corvette leaving the stick-shift fold. Nevertheless, Mini's efforts feel, at best, like raging against the dying of the light, especially because the end of the MF report states, "the other big news is that Mini USA is also eliminating the manual option from some models all-together." MF isn't yet certain about which models are affected, though. Buyers stepping up during the row-your-own intermission will get a crack at the long awaited seven-speed dual-clutch transmission or a revised eight-speed automatic. The DCT will slide into the Cooper and Coooper S models, the traditional automatic makes a home in the 301-horsepower John Cooper Works Clubman and Countryman.
