Meet the Greenest and Meanest vehicles of 2016

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. For one thing, this is the first Greenest list that doesn't have any purely internal combustion engine powertrain on it. Hybrids, yes, but if you want to be one of the top 12 greenest cars this year, you'd better have some sort of electric angle. ACEEE says that the conventional, gas-powered Smart Fortwo and Chevrolet Spark just missed the cut. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory. E.U. executive conditionally approves Daimler, BMW car-sharing deal

BRUSSELS — The European Union's competition authority said on Wednesday it had approved the plan of German luxury carmakers Daimler and BMW to combine their car-sharing businesses, subject to conditions. Under the deal, which includes car-sharing units Car2Go and DriveNow as well as ride-hailing, parking and charging services, Daimler and BMW will each hold 50 percent stakes in a joint venture. They have offered concessions to address E.U. antitrust concerns over the deal they hope would let them better compete with U.S. rival Uber and China's Didi Chuxing. The European Commission has found the deal would raise competition concerns for free-floating car sharing services in Berlin, Cologne, Duesseldorf, Hamburg, Munich and Vienna. It said Daimler and BMW agreed to a remedy package in the six cities. "The commitments thus fully address the Commission's concerns as they will reduce the barriers to entry for competing free-floating car sharing providers," the Commission said in a statement. "Therefore the Commission concluded that the proposed transaction, as modified by the commitments, would no longer raise competition concerns. Perhaps all that aggression is what led both Mercedes-AMG Petronas cars to run off the track in the final qualifying session on their final hot laps, a little too aggressive on the charge. Kvyat, however, would start down the order because of a ten-place grid penalty for needing a fifth Renault engine. After that it's back to Mercedes Ferrari power, Felipe Nasr in the Sauber in ninth, Romain Grosjean in with Mercedes power in the Lotus in tenth – but fellow Lotus driver Pastor Maldonado actually started in tenth because of Kvyat's demotion. Before we get to the race, can we take a moment to talk about the shenanigans and gaudy penalties? Kimi Raikkonen waved the Ferrari flag in Canada after a season that's been full of "We didn't get it right this time," and we thought he was back. But no. In Austria the refrain returned, the Finn kicked out of Q1 after another miscommunication with the team – he qualified 18th. If the scenario plays to form, we'll now wait for team boss Mauricio Arrivabene to issue a clarification that suggests Raikkonen missed a step. Daniel Ricciardo parachutes ten spots back for the same reason as his teammate Kvyat, needing a fifth Renault power unit, dropping him to 18th on the grid and forcing him into a five-second time penalty when he comes in to pit.
