E.U. executive conditionally approves Daimler, BMW car-sharing deal

BRUSSELS — The European Union's competition authority said on Wednesday it had approved the plan of German luxury carmakers Daimler and BMW to combine their car-sharing businesses, subject to conditions. Under the deal, which includes car-sharing units Car2Go and DriveNow as well as ride-hailing, parking and charging services, Daimler and BMW will each hold 50 percent stakes in a joint venture. They have offered concessions to address E.U. antitrust concerns over the deal they hope would let them better compete with U.S. rival Uber and China's Didi Chuxing. The European Commission has found the deal would raise competition concerns for free-floating car sharing services in Berlin, Cologne, Duesseldorf, Hamburg, Munich and Vienna. It said Daimler and BMW agreed to a remedy package in the six cities. "The commitments thus fully address the Commission's concerns as they will reduce the barriers to entry for competing free-floating car sharing providers," the Commission said in a statement. "Therefore the Commission concluded that the proposed transaction, as modified by the commitments, would no longer raise competition concerns. Smart will not make another generation of the Roadster, but a Smart SUV might be in the cards. According to Smart's CEO, Annette Winkler, "The Roadster isn't a profitable business case. Everybody is keen on the car, but nobody wants to pay the bill." What Car? states that Smart is likely planning a baby SUV to take on the Nissan Juke and its ilk. But for the immediate future, Winkler says Smart "must focus on how we can maximize potential of the Fortwo and Forfour. That is strategy number one." Read more over at What Car?. A Mercedes-Benz E300 Bluetec Hybrid made the 1,223-mile trek from Africa to the UK on just one tank of fuel. Driven by Andrew Frankel of Autocar, the diesel hybrid left Tangier, Morocco with a full tank of gas (using the optional 80-liter fuel tank), and arrived in Goodwood with the car indicating 100 miles of range left. Frankel and his co-driver averaged 61.2 miles per gallon (73.6 mpg UK) on the intercontinental journey through four countries, despite elevation changes and a traffic jam. Rather than lining up the cylinders, this engine arranges them in a circle, which allows Duke to avoid unnecessary weight. The five-cylinder, four-stroke motor manages the same amount of powerstrokes per revolution as a standard six-cylinder mill, but weighs 30 percent less. It also has much fewer parts, says Duke. Its high compression ratios mean more power with less fuel, which adds up to more efficiency and fewer emissions. 2015 Brazilian Grand Prix is the same as it ever was

At this point, we hope Nico Rosberg is planning to carry his current qualifying form into the 2016 season and back it up with the same kind of race-day cojones he showed winning the race in Mexico City two weeks ago. The Mercedes-AMG Petronas driver got it right enough again on Saturday afternoon to take his fifth consecutive pole position ahead of teammate Lewis Hamilton by almost a tenth of a second. It's the same one-two from Brazil last year. The bad news for the rest of the field is that the winner in Brazil the last seven years has been one of the two drivers on the front row. Last year it was the Williams duo that lined up behind Mercedes, this year it's Ferrari. Sebastian Vettel plays the stalking horse, securing third in his Ferrari ahead of teammate Kimi Raikkonen in fourth. Williams driver Valtteri Bottas actually qualified in fourth, but he had to serve a three-spot grid penalty for passing under red flags in Free Practice 2, so he started sixth. That promoted Sahara Force India driver Nico Hulkenberg up to fifth. Daniil Kvyat was the quickest representative from Infiniti Red Bull Racing, getting into seventh even with a Renault power unit that's weak on some of the key stretches at the Interlagos track. Felipe Massa had the second Williams in eighth, in front of the second Red Bull driven by Daniel Ricciardo in ninth. Toro Rosso hasn't confirmed its drivers for next year but Max Verstappen keeps making it hard to look elsewhere, taking 10th. Rosberg is working nearly the same trick he pulled last year: drive like a second driver for most of the year, drive like a world champion for the last quarter of a season. He pulled away at the start and covered Hamilton just enough on the run to the first corner to keep Hamilton on the outside. By the end of Turn 1 the German had the lead and didn't give it up for the rest of the race outside of pit stops. Without overwhelming pace to pass and unable to follow closely, Hamilton could do nothing except ask his team for a different strategy to go for the win. When Mercedes told him "No," trying to protect Rosberg's second place in the championship ahead of Vettel, that was the race. Just like last year, Rosberg and Hamilton finished one-two. Vettel, Raikkonen, Bottas, Hulkenberg, and Kvyat drove lonely races to finish in positions three through seven.
