California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Mazda MX-5 Miata goes Head 2 Head with Subaru BRZ

It's a battle that's been in the making for some time now: the Subaru BRZ versus the Mazda MX-5 Miata. And now that the new Miata has arrived – and in Club spec to boot – that's exactly what Motor Trend has lined up for its latest episode of Head 2 Head. Now before you go screaming that one's a coupe and the other a convertible, take a few commonalities into account. Roofs aside, both feature a 2.0-liter four mounted up front, driving the rear wheels through a six-speed manual transmission. Both are made by Japanese automakers and cost around $25-30k, give or take. Both produce around the same amount of torque, and while the Subaru may be more powerful, the Mazda's considerably lighter. To create a more even contest, then, you'd have to line a BRZ up against a Scion FR-S, or the MX-5 against the upcoming Fiat version of the same. Of course, being that close on paper doesn't mean that it's a draw. One has to come out on top. And after taking both along country roads and the Streets of Willow racing circuit, our friends at MT have picked one over the other. Masamichi Kogai new Mazda president and CEO

There's some executive rearranging going on in the top suite at Mazda Motor Corporation in Japan, with current CEO Takashi Yamanouchi telling reporters there "I'd like to hand over the work to younger people" now that the company has returned to profitability. Yamanouchi became CEO on November 19, 2008 of an independent Mazda that had to fight for its future in the immediate aftermath of the global financial crisis. What followed was four years of losses before finally getting back to black last year.
Masamichi Kogai (pictured) will be appointed the new president and CEO on June 25, pending approval at the company's annual general shareholders' meeting. Kogai assisted Seita Kanai with the production-efficiency initiative that Mazda called Mono Tsukuri Innovation, which worked to give export-dependent Mazda the best chance at profitability in spite of a rising yen. Kogai, lately in charge of production and purchasing, has been with the company since 1977 and worked in areas from R&D to logistics.
Kanai, who headed the Mono Tsukuri effort and was among the leadership on Skyactiv, will be promoted from executive vice president to vice chairman. Akira Marumoto will become executive VP of Mazda and assistant to new president Kogai. Yamanouchi will remain Chairman of the Board. There's a short press release below to make it official.
