Japan plans real-world diesel emissions test after companies fail

Japan's transport ministry plans to start real-world diesel emissions tests after an experiment found four models from Toyota, Nissan, and Mitsubishi that produced more nitrogen oxide (NOx) emissions than the nation's rules allow, according to The Japan Times. Regulators there usually only perform emissions checks in the lab. The VW diesel scandal has everyone double-checking their figures. Diesel versions of the Toyota Hiace van, Land Cruiser Prado, and Nissan X-Trail produced up to 10 times more NOx than allowed. The Mitsubishi Delica D:5 was up to five times over the limit, The Wall Street Journal reports. There was no evidence of defeat devices in the vehicles. Mazda performed well in the experiment, though. The CX-5 passed with nearly the same results on the road and in the lab. The Demio, better known as the Mazda2, did nearly as well with only slighter higher figures in the real world than in the controlled setting. The experimenters theorized the reason for the excessive emissions was that cold weather caused the engines' software to shut off the exhaust gas recirculation to prevent damage, according to the WSJ. However, this behavior also increased NOx production. Toyota, Nissan, and Mitsubishi don't have to worry about punishment from the transport ministry because this check was just an experiment. Their models already passed the mandated lab tests, which was the only requirement, according to The Japan Times. As governments begin greater real-world emissions tests, the results suggests diesels aren't very clean. A recent check in France found models from Ford, Renault, and Mercedes-Benz that didn't perform up to the standards. Regulators in India conducted similar evaluations and ordered VW to recall over 300,000 vehicles. Related Video:

Mazda RX-3 restomod makes Leno scream, us cheer

The Mazda RX-3 Savanna was the rotary-engined version of the Mazda 808 Grand Familia. Sold in the US from 1971 to 1978, the little Japanese fastback earned a reputation as an excellent racecar, winning events all over the world. A racing connection is how a fantastic 1973 restomod example owned by Savant Young made its way to Jay Leno's Garage. Young said that when he was a boy his uncle used to street race an RX-3, and Young liked how the RX-3 sounded and the fact that a tiny import could go up against and beat big V8s of the time. Leno admitted that he has no connection to the RX-3, saying it's not the kind of car he typically likes. But he liked Young's custom update so much that when he saw the coupe sitting outside the Petersen Museum in Los Angeles, he waited for the owner to show up. Young's changes over the 15 years he's owned the car include dropping in the rotary engine and running gear from the second-generation Mazda RX-7, bridge-ported and methane injected. At 15 pounds of boost he says it's putting out about 400 horsepower. The rear end comes from a Toyota Hilux half-ton pickup, to help put all that power down in a car that weighs maybe 2,100 pounds. The color is taken from the Lamborghini palette. Disc brakes all around, 14-inchers up front, control the velocity. Nothing controls the gas mileage, said to be "maybe 12 mpg." Mazda's new Mexican plant capacity rises to 230,000

After the turmoil of last year, 2013 is getting off to a much better start for Mazda. The company has issued a release indicating that the forthcoming plant in Salamanca, Mexico has had its production capacity raised even though it isn't scheduled to go online until March 2014. The original plans called for a 140,000-unit capacity, 90,000 of that allotted for the Mazda2 and Mazda3, the remaining 50,000 for a small car Mazda would build for Toyota that would be based on the Mazda2. The new plans call for raising that by 90,000 units to a total of 230,000 units within two years, by the end of March 2016, and it looks like it will all go toward Mazda production to satisfy growing demand for Skyactiv vehciles. The Mexican plant's opening will be the return of Mazda manufacturing to North America, after Mazda6 production was moved back to Japan last year.
More good news for the company is that it projects 10 billion yen ($114 million) in net income for the financial year that will end in March. That would be a welcome turnaround from the 100-billion-yen loss in the previous financial year, part of a series of three annual losses in a four-year span.
