California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Mazda reports strong Skyactiv sales, plans to boost output 25%

Mazda is set to expand production of its Skyactiv engines after critical and commercial acclaim for the fuel-sipping powerplants. The Japanese manufacturer has a number of plans in the works to bump up production, with the first being a 25-percent increase in output from its Hiroshima, Japan engine facility.
Besides adding a new line, Mazda will modify the line that built MZR engines, a family of mills that includes the 2.3-liter, turbocharged four-cylinder found in the Mazdaspeed3 and the 2.0-liter found in the MX-5 Miata. The bump in production is just part of Mazda's goal of selling 1.7 million vehicles globally by 2016, with 80 percent of those vehicles expected to wear a Skyactiv badge.
Mazda also builds Skyactiv engines at a joint-venture facility with Ford, in Changan, China, while a Mexican facility will go online by March of 2014. Skyactiv engines currently power the Mazda3, Mazda6 and CX-5.

2016 Mazda CX-5 keeps it simple

Take a long, hard look, folks. This is the refreshed 2016 Mazda CX-5, which makes its debut at the Los Angeles Auto Show today. And if you're thinking, "Say, that looks just like the old one," you really aren't alone. The visible updates certainly aren't major - Mazda has instead focused on giving the already-good CX-5 some thoughtful upgrades to make it a more attractive package than ever.
Outside, there are some slight changes to the styling, including new LED light signatures at the front and rear, as well as redesigned foglamp housings. Uplevel models also ride on attractive new 19-inch alloy wheels, with a dark finish.
Under the hood, it's all the same. Mazda's Skyactiv 2.0- and 2.5-liter four-cylinder engines carry over, with 155 and 184 horsepower, respectively. Front-wheel-drive, 2.5-liter models get a small bump in fuel economy, too - the CUV is now rated at 26 miles per gallon city and 33 mpg highway, up from 25/32. Models equipped with the automatic transmission now benefit from different drive modes, as well.
