The very short course is you need to show how it was brought into the US via the Customs, DOT and EPA Documents, how you own it via a notarized Bill of Sale and then submit your state It is not a big deal.  In the past we had always done this prior to sale but this time we wanted to get this on the market and sold as soon as possible and also to save the buyer a bit of money.
