California has removed its limit on the number of HOV lane access stickers available for plug-in hybrids. While the state removed limits for white stickers for solo drivers of battery electric vehicles to use the carpool lane, the green stickers for PHEVs and range-extended EVs had a limit of 85,000, which was reached months ago. Kia could improve the driving range of the Soul EV in order to better compete with newer offerings. While its 93-mile range was competitive with most EVs when it was launched as a 2015 model, the Nissan Leaf and BMW i3 have since surpassed it, and other forthcoming affordable EVs like the Chevy Bolt and Tesla Model 3 will set the bar even higher. Renault said to be set to unveil a new Zoe EV with a driving range of over 200 miles. With a debut at the Paris Motor Show in October, the popular European EV hatchback will about double its current range. Using a new battery pack from LG Chem, as well as a smaller, more efficient electric motor, the improved range would help make the Zoe even more popular as people make the switch to electric driving in Europe. Hyundai And Kia Penalized $350 Million For Overstated MPG Claims

Nearly two years after Hyundai and Kia announced they exaggerated fuel economy numbers for several of their most popular models, the two Korean automakers have paid a heavy penalty for the transgressions. The Department of Justice and Environmental Protection Agency announced a settlement Monday that will cost the two car companies approximately $350 million. The financial sum includes a $100 million fine, the largest ever levied under the Clean Air Act, and about $200 million in forfeited greenhouse-gas emissions credits. At a time when car buyers rank fuel economy as a top concern when they head to dealerships and the federal government has mandated increased efficiency, Attorney General Eric Holder said the settlement should serve as a warning to automakers not to fudge their numbers. "This will send a strong message that cheating is not profitable," he said. The settlement ends a federal lawsuit filed against the automakers in U.S. District Court, but it's important to note that it doesn't end a class-action lawsuit filed on behalf of consumers. A preliminary settlement in that case, based in Los Angeles, was approved last month, but final approval isn't expected until July 2015. Officials with the EPA said the $100 million figure roughly equals the economic benefits the two companies received from exaggerating the mileage claims on the window stickers of new cars. Fuel-efficient boasts helped Hyundai and Kia establish a strong foothold in the U.S. marketplace. Advertisements for the Hyundai Elantra stated the vehicle achieved 40 miles per gallon in highway driving, and helped the car win the prestigious North American Car Of The Year honors at the Detroit Auto Show for its 2012 model. In July 2011, the advocacy group Consumer Watchdog began receiving complaints from consumers that the Elantra and other Hyundai models fell short of their stated mileage claims in real-world driving. The group wrote to the EPA and Hyundai, asking both to investigate. Government officials said Kia had overstated the mileage on its popular Kia Soul crossover by 6 miles per gallon, and more than a dozen overall models were affected. On Monday, EPA administrator Gina McCarthy said the violations were "egregious." Based on the exaggerations, the EPA calculated that Hyundai and Kia had underreported the greenhouse gas emissions of their fleets by about 4.75 metric tons over the estimated lifetime of the vehicles. That figure aided in the $200 million credit forfeiture.

Provo concept name has Kia embroiled in terrorism controversy?

In the relatively lengthy press release that Kia composed for the launch of its Provo concept car at the Geneva Motor Show this week, the company never mentioned where the name came from, or what it means for the car. A very basic web search for "Provo" reveals that the inspiration for the hatch could have been a city in Utah, a township in South Dakota or a village in Bosnia. The name could be a reference to either an American (Fred) or Canadian (Dwayne) football player, and Provo might also accurately reference a "Dutch counterculture movement in the mid-1960s" or a ship in the US Navy. More likely than any of those, however, is that the Kia designers of the concept - a car that was wholly a product of the Korean automaker's design studios in Frankfurt, for the record - meant it as a play on the existing Pro_cee'd hatchback.
What the designers and Kia executives that signed off on the Provo almost certainly did not have in mind was a reference to a street name for the Provisional Irish Republican Army. That "Provo" was, according to TheDetroitBureau.com, an outlawed army faction that was blamed for some 2,000 deaths in Northern Ireland during a period stretching from 1970 to 1997.
And yet, it was that association that led Gregory Campbell, a member of parliament from Northern Ireland, to introduce legislation that would ban Kia from selling a car under the name Provo. Kia, quick to realize the sizable gaffe it has stumbled into with the name, has reportedly already promised not to use the name for a production vehicle.
