U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Kia Niro hybrid CUV teased again ahead of Chicago debut

The 2016 Detroit Auto Show just started, but Kia is already looking forward to February. That's when the Chicago Auto Show happens, and that's when Kia promises to unveil its Niro hybrid compact crossover. The company's two teaser images offer a great look at the little CUV, especially when you consider them with the earlier design sketches. The Niro is part of Kia's push to create a greener lineup through 2020, and the model packs a dedicated hybrid powertrain. Earlier reports suggest that it consists of a 1.6-liter four-cylinder and 47-horsepower electric motor with a 1.56-kWh battery. A six-speed dual-clutch gearbox will likely put the power to the road. Kia's styling centers in California and Namyang, South Korea, are responsible for the Niro's look. The designers use a narrow version of the company's tiger-nose grille for this CUV, but the high-mounted headlights create a clear family resemblance to the latest Sportage. The roofline appears to have a coupe-like arch, and the rear gets nearly rectangular taillights that angle into the hatch. If the Niro name sounds familiar, that's because Kia first used it on a slightly bulbous crossover concept at the 2013 Frankfurt Motor Show. 2014 Kia Forte Koup SX

The Kia Forte and Hyundai Elantra have long followed similar paths, with each available in a four-door sedan, a five-door hatch and (most recently) a two-door coupe bodystyle. The recent death of the Hyundai Elantra Coupe in the US may be threatening to change the narrative on these two affordable compact lines, of course, but the Korean two-doors have a lot in common under their distinct skins. Their most recent iterations came to market under the power of the same 2.0-liter, 173-horsepower four-cylinder paired with six-speed automatic transmissions and riding atop MacPherson strut front suspensions and torsion-beam setups out back. Each arrived weighing between 2,800 and 3,000 pounds and could be had in base form for less than $20,000. Considering this, the empirical performance stats figured to be similar.
There's an important distinction to be made, however. Rather than offer a simple two-door version of a four-door car, like Hyundai did with its Elantra Coupe, Kia has gone to lengths to craft a vehicle with its own unique attitude and attributes. Kia has embraced a sportier stance with its two-door Forte Koup, offering up a standard six-speed manual and going further in an effort to craft a more unique, aggressive coupe design.
That drive to be different was further accentuated last year, when Kia raided Hyundai's parts bin and plucked out the 1.6-liter turbocharged four-cylinder from the Veloster Turbo. The resulting car is decidedly different than any other Forte we've tested, while also feeling like a better all-around product than the smaller hot hatch it stole its engine from. To see just how much better, we drove the Forte Koup SX for a week and set about seeing how this enhanced model stacks up as a performance offering.
