South Korea island of Jeju becoming an EV-incentive heaven

When it comes to providing some island EV love, we can point to Hawaii, which has been pushing hard for greater electric-vehicle adoption through subsidies and a broader charging network. Now, South Korea has Jeju. We're not sure if the surf is as good. Like Hawaii, Jeju is focusing on a "carbon-free" existence and lowered fossil-fuel dependency as a way to help the environment while addressing the extra expenses involved in providing fuel locally, Wards Auto says. Jeju, which is about 720 square miles, provides about $7,000 worth of EV incentives on top of those provided by the South Korean government. As a result, the cost of buying an EV can be cut in half. In the case of a Chevrolet Spark EV, going electric actually has a lower out-of-pocket price tag than buying a gas-powered counterpart on the island. South Korea's Ministry of Environment has earmarked about $14,000 in subsidies for each EV purchase, while 10 South Korean cities are adding on incentives anywhere from about $2,800 to $7,400 per vehicle. South Korean automaker Hyundai and affiliate Kia are just starting to do their part to boost the country's EV sales, which didn't even break the 800-unit mark last year. Kia recently said it will start making its 2015 model-year Soul EV in April, with sales debuting in South Korea by the end of the year. Hyundai is said to start selling its own EV starting in 2016. 2016 Kia Soul EV gets $2k-cheaper base model

With the 2016 Kia Soul EV arriving at dealers in Washington, Oregon, Texas, Georgia, and Hawaii, the company is set to tap a huge array of new customers. Perhaps recognizing that fact, the South Korean brand has added a new base trim that allegedly slashes the electric car's starting price by some $2,000. Joining the former entry-level Soul EV and top-of-the-line EV+, is the new EV-e. While it's considered the base model, it still offers push-button start and a special driver's-side-only ventilation function for the HVAC system, on top of standard front heated seats and a heated steering wheel. The charging system – two ports, one for Level 1 and Level 2 AC charging, and another for DC fast charging – and electric motor/battery pack remains unchanged on the new base trim. As for the rumored pricing figure, it comes from Kia World, which claims the new EV-e will ring up at just $31,950 before and state or federal incentives. As we said, that's some $2,000 less than the current starting price, if the report proves true. Kia is also addressing the customers at the top of the Soul EV range, adding a new Sun and Fun package for the EV+. The new package adds a panoramic sunroof and LED speaker lights that match to whatever music is playing through the six-speaker stereo. Both features have existed on the gas-powered Soul for some time, but are welcome additions to the electric hatchback. As we reported previously, sales of the Soul EV in Oregon, Washington, Texas, Georgia, and Hawaii should be underway as of this month. It's not clear, however, when the new entry level EV-e will arrive in dealers. Hyundai, Kia and U of M studying 'highway hypnosis'

Next up on the hot-button list of things that can kill you behind the wheel: "highway hypnosis." That's the zombie-like, autopilot phase you get into on a long highway drive when there isn't much to distract you, like curves or traffic. Digging further into what it is and how to combat it, Hyundai-Kia engineers and the University of Michigan are commencing a study that will measure brainwave activity in order to track the body's slide into highway hypnosis.
We're not sure how much overlap this has with Mercedes-Benz's Attention Assist, which tracks more than 70 in-car parameters to determine when you're not focused on the road anymore. That system is billed as an alarm against fatigue, in our experience it does more than that - if you use your phone while driving, for instance, it will chirp.
They don't know what form a warning system will take yet, but Hyundai-Kia plans to develop a method for warning drivers when they being to zone out. According to the National Highway Traffic Safety Administration, there were more than three thousand deaths and nearly 400,000 injuries due to distracted driving in 2011.
