Recharge Wrap-up: Kia Soul EV, Renault Zoe range boosts

California has removed its limit on the number of HOV lane access stickers available for plug-in hybrids. While the state removed limits for white stickers for solo drivers of battery electric vehicles to use the carpool lane, the green stickers for PHEVs and range-extended EVs had a limit of 85,000, which was reached months ago. Now, BEVs and PHEVs will each have an unlimited number of access stickers until the program expires on January 1, 2019. Read more at Green Car Reports. Kia could improve the driving range of the Soul EV in order to better compete with newer offerings. While its 93-mile range was competitive with most EVs when it was launched as a 2015 model, the Nissan Leaf and BMW i3 have since surpassed it, and other forthcoming affordable EVs like the Chevy Bolt and Tesla Model 3 will set the bar even higher. Renault said to be set to unveil a new Zoe EV with a driving range of over 200 miles. With a debut at the Paris Motor Show in October, the popular European EV hatchback will about double its current range. Using a new battery pack from LG Chem, as well as a smaller, more efficient electric motor, the improved range would help make the Zoe even more popular as people make the switch to electric driving in Europe. Kia recalling 96k Souls with sunroofs [UPDATE]

UPDATE: A previous version of this post indicated that the recall affected 2010-2014 models, when the recall ends with 2013 models. The text below has been revised accordingly. Kia has issued a recall for the 2010-2013 model-year Soul compact cars. But while the notice issued by the National Highway Traffic Safety Administration covers a long period of production – from January 8, 2009, to October 2, 2013 – the problem only affects those units equipped with a sunroof. In those specific models – of which Kia estimates there are 95,314 examples in the United States – the headliner plate surrounding the sunroof may detach when the side curtain airbag is deployed, which could serve to compound the risk of injury in the event of a crash. Owners of affected vehicles can expect to hear from the manufacturer to bring their Souls in to their local dealer to have industrial adhesive strips installed to secure the headliner in place, starting from early February. Audi, Jag, Kia and Tesla top Strategic Vision 2014 Total Quality Index

A couple weeks ago, J.D. Power released its latest Initial Quality Study, which gave high marks to Porsche, Hyundai and General Motors, with the latter earning more individual IQS awards than any other manufacturer. Now, it's Strategic Vision's turn, and it's doling out its praise not to Porsche, but to Tesla, which wasn't even included in the JD Power IQS.
The Model S was named the best vehicle overall in total quality, while Porsche's corporate brother and endurance-racing rival, Audi, was named the best premium brand, alongside Jaguar. Strategic Vision cited the Q5 and the ancient Q7 for individual segment awards, as well as the A5, which was a mere point off the top of its segment. SV also handed out compliments for the Audi's interior work. The win for the German brand is a nice improvement over its IQS score, with which it landed above the industry average, but solidly mid-pack.
Jaguar was without a segment winner, although SV did say that the Indian-owned English brand had a number of vehicles very near the top of their segments. This is the second significant win for Jag in two weeks, after it finished second overall on the JD Power IQS a few weeks ago.
